Bids received more than ninety-six (96) hours, excluding Saturdays, Sundays and holidays, before the time set for opening of bids, as well as bids received after the time set for receipt of bids, WILL NOT be considered and will be RETURNED UNOPENED. A cashier's check, a certified check or a surety bond in the amount of five percent (5%) of the bid shall accompany the sealed proposal of each bidder as a guarantee of his ability to perform the contract bid upon, and that he will enter into a written contract with the Owner to perform said work and/or furnish said materials in accordance with said plans and specifications and furnish the required bonds with ten (10) days after the acceptance of his bid. The Town of Langley and/or Langley PWA reserves the unconditional right to cancel all or any portion of this project within thirty (30) days from the date of the opening of the bids, for any reason and at its sole discretion.
