The Virginia Department of Transportation (herein referred to as VDOT) is soliciting bids from qualified firms to perform on-call as needed, Pipe rehabilitation using Method B Category B, Flexible Liner on existing storm drainage pipes on primary and secondary routes in Caroline, Essex, Gloucester, King George, King & Queen, King William, Lancaster, Mathews, Middlesex, Northumberland, Richmond, Spotsylvania, Stafford and Westmoreland Counties within the Fredericksburg District in accordance with the contract specifications contained herein. The Contractor shall perform Category B - Method B, Flexible Liner Pipe Rehabilitation work on existing storm water, surface water pipe culverts or other drainage structures located in Caroline, Essex, Gloucester, King George, King & Queen, King William, Lancaster, Mathews, Middlesex, Northumberland, Richmond, Spotsylvania, Stafford and Westmoreland Counties within the Fredericksburg District. These pipes vary in size from 12" up to 48", Rehabilitation liners shall provide adequate structural integrity and impact, abrasion and chemical resistance as well as adequate hydraulic capacity for site specific road classification. Pipe rehabilitations shall conform to VDOT Road & Bridge Specifications and VDOT Special Provision for Pipe Rehabilitation for "Method B" - "Category B" specifications and standards. This contract shall be limited to work that does not require a signed and sealed hydraulic analysis. From date of award through one year (Four (4) Renewals). Question Deadline 07/08/2025 at 5:00 PM ET Any questions regarding this invitation for bid shall be addressed to Megan Pitts at megan.pitts@vdot.virginia.gov. The issuing office shall determine whether any addendum should be issued as a result of any questions or other matters raised. The Contractor shall be responsible for preparing the existing pipes for the application of the liner, application of the liner, inspection and testing of the liner. The bid pricing shall include all materials, tools, labor, load rating design documentation, all disposal costs incurred, and any incidentals required to perform the work. The bid pricing also includes all materials and tools required for dewatering jurisdictional pipe locations, as well as filling any existing voids surrounding the pipe with VDOT approved flowable fill material. The Contractor shall be responsible for any restoration to project sites as a result of the rehabilitation to include site clean up, debris removal/disposal, removal of construction materials and any disturbance resulting from rehabilitation must be restored to pre-existing conditions, seeded and straw mulched as required.
