For the collection, transportation and disposal of solid waste and recyclable materials for the City of Jersey City in accordance with specifications and proposal forms which may be obtained by contacting the Assistant Purchasing Agent, Lisa Domingues and the Qualified Purchasing Agent, Albert Anderson via e-mail. If requested in writing by potential bidders, the Authority will send a bid packet through private courier service, but the Authority relinquishes any responsibility to ensure that bid packets are received by bidders. The Authority assumes responsibility only for sending the bid packets to the courier service and not for proper and timely delivery of such packets. No bid will be accepted after the date and time designated to receive bids. A bid may only be withdrawn upon receipt by the JCMUA by a written request to withdraw prior to the time for opening of bids or the authorized postponement thereof. No bid may be withdrawn for a period of sixty (60) days following the actual opening of the bid. Copies of the contract documents, specifications and bid forms may be examined and obtained at the JCMUA Administration Building at the above address Monday through Friday during regular business hours. The JCMUA is not responsible for any documents delivered by a third-party carrier. All bids must conform to the models and directions contained in the specifications and must be submitted in a complete Bidding Packet. Bidders shall be required to submit a proposal for solid waste and recyclable collections, transportation, and disposal for a period of five (5) years, to commence on September 1, 2025 and ending on August 31, 2030. Each bid must be accompanied by a Bid Guarantee in an amount of ten (10) percent of the total bid price, not to exceed Twenty Thousand Dollar ($20,000.00), in the form of a certified check or cashier's check payable to the JCMUA or a Bid Bond issued by a Surety authorized to transact business in the State of New Jersey and acceptable to the JCMUA. Each proposal must also be accompanied by the Consent of Surety of a similarly acceptable surety, guaranteeing that a one hundred percent (100%) Performance Bond will be furnished upon award of the Contract. The JCMUA reserves the right to reject any or all bids, to waive any informalities, deviations, omissions in any or all bids, and to accept such bids and make such awards as may be most advantageous to the JCMUA including, specifically, the right of the JCMUA to award the contract based upon terms of any contract alternative for solid waste and recyclable material collection, transportation and/or disposal, in compliance with the New Jersey State Local Public Contracts Law. Bidders are required to comply with the requirements of N.J.S.A. 10: 5-31, et seq. and N.J.A.C.17: 27-1 et seq. This bid is being solicited through a Fair and Open process in accordance with N.J.S.A. 19:44A-1 es eq. Simultaneously with the submission of a bid, a bidder must submit an Ownership Disclosure Statement in accordance with c.33, P.L. 1977. Failure to submit the Ownership Disclosure Statement with the bid shall result in the rejection of the bid.
