Rogers Elementary School. This ARPA-funded project aims to transform the aging facility into a safe, inclusive, and vibrant public space that supports healthy outdoor recreation and community connection. The scope of work includes full design, permitting, and construction of various park improvements. Key components include reconstruction of the park's main parking lot with ADA upgrades, installation of a new inclusive playground/surfacing, development of a dedicated dog park, full renovation of public restrooms, and resurfacing of tennis courts with conversion to pickleball courts. Additional enhancements include renovation of existing playground, installation of new scoreboards, shaded picnic areas, upgraded lighting, drought-tolerant landscaping, ADA-compliant pathways, security cameras, and site furnishings such as benches, fountains, and trash receptacles. The selected Design-Build team will be responsible for delivering a turn-key project that meets all local, state, and federal requirements while enhancing the park's accessibility, safety, and recreational value to the surrounding community. LOCATION Elizabeth Davis Park is a 6.34 acre park, 1055 West Laurel Street, is located in the middle of a residential neighborhood on the northwest side of the City of Colton. Elizabeth Davis Park is a key recreational site located adjacent to Paul J. Rogers Elementary School and within walking distance of multiple disadvantaged households. No formal job walk will be held for this project. Elizabeth Davis Park is a publicly accessible facility, and proposers are encouraged to visit the site at their convenience to conduct their own observations and take any necessary measurements. The Design-Build Team shall provide all labor, materials, equipment, design documents, permits, and construction management necessary to deliver a turn-key park renovation. The scope includes but is not limited to: 1. Design and Project Development Conduct initial site assessment, utility review, and community context analysis Prepare schematic design, design development, and construction documents for review and approval by City staff, Parks & Recreation Commission, and City Council Incorporate community input and stakeholder feedback where appropriate Submit plans for all necessary regulatory approvals and permits Provide updated construction schedule and cost estimates at each design milestone Ensure all design elements comply with ADA standards and current building codes. 2. Site Demolition and Preparation Demolish existing features as required, including: o Existing playground equipment and surfacing o Existing horse shoe pits o Outdated park furnishings, damaged hardscape, and vegetation Site grading, clearing, erosion control, and utility locating/relocation 3. Park Feature Design & Construction a. Parking Lot Reconstruction (45,000 Sf, min 1/5 grind overlay) Full removal and rebuild of the parking lot, including: o Grading, asphalt paving, striping, curb ramps o ADA-accessible parking and path of travel to park features o Energy-efficient lighting and landscaping buffers o Stormwater retention or drainage solutions, if applicable b. Playground Area Design and install a new, multi-age playground Include inclusive play elements, and seating for caregivers ADA-compliant surfacing (poured-in-place rubber preferred) c. Restroom Renovation Exterior & Interior Paint, Roof Replacement, Repair Walls Fixture Replacement (toilets, urinals, changing tables, toddler wall seat) Ensure ADA accessibility and code compliance (ADA Sinks) d. Basketball Courts New Backboards
