Town of Mountain City will be soliciting bids for the VFD Replacement Project in Mountain City, Tennessee. The project is a public works project, intended to better serve the customers of the Town of Mountain City and Cold Springs Utility District. The project involves replacing existing variable frequency drive (VFD) pump motor controllers at two locations within the Town of Mountain City's service area. The selected contractor will be responsible for furnishing and installing new VFDs in accordance with the specifications. The project also involves installing signal wiring between the raw water pump station and the treatment plant programmable logic controller (PLC). Any prospective bidder is required to familiarize him/herself with the existing conditions of each location at which VFD replacement is scheduled. Reference the Instructions to Bidders in the contract documents for more detailed information. This project is being supported with the American Rescue Plan Act, Coronavirus State and Local Recovery Fund grant funding. Therefore, certain restrictions and other federal requirements attach to this opportunity. The Town of Mountain City hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, sex, or national origin in consideration for an award. The Town of Mountain City is an Equal Opportunity Employer. Any contract that uses federal funds to pay for construction work is a "federally assisted construction contract" and must include the equal opportunity clause found in 2 C.F.R. Part 200, unless otherwise stated in 41 C.F.R. Part 60. We encourage all small and minority owned firms and women's business enterprises to participate. No bidder may withdraw his bid within (60) days after the actual date of the opening thereof. A bid bond or certified check for five percent (5%) of the total bid amount must accompany each bid. The successful bidder will be required to furnish a performance bond in the amount of his bid and shall, before entering on the work of said contract, be licensed as a contractor of the Town of Mountain City. The owner reserves the right to waive any informalities or to reject any or all bids. All questions about the meaning or intent of the Bidding Documents are to be submitted to Engineer in writing. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda delivered to all parties recorded as having received the Bidding Documents. Questions received less than seven days prior to the date for opening of Bids may not be answered. The work to be performed under this Contract shall consist of furnishing all labor, materials, tools, equipment and incidentals and performing all work required to construct complete in place and ready to operate: The project involves replacing existing variable frequency drive (VFD) pump motor controllers at two locations within the Town of Mountain City's service area. The selected contractor will be responsible for furnishing and installing new VFDs in accordance with the specifications. The project also involves installing signal wiring between the raw water pump station and the treatment plant programmable logic controller (PLC). Any prospective bidder is required to familiarize him/herself with the existing conditions of each location at which VFD replacement is scheduled. Reference the Instructions to Bidders in the contract documents for more detailed information and Specification Section 26 29 23. This specification governs the material and installation requirements of variable frequency drive (VFD) motor controllers for existing pumps at the Cold Springs Utility District Water Treatment Plant (CSUD WTP) raw water pump station and the Iron Mountain Pump Station. Reference Figure 1 at the end of this Section for the project location
