Site work and paving for a road / highway in Kawkawlin, Michigan. Completed plans call for site work for a road / highway; and for paving for a road / highway.
1.7 Miles of road rehabilitation. This project includes HMA base crushing and shaping, HMA paving, and permanent pavement markings. The methods for providing the required Bid Guaranty for electronic bids are as follows; A. An electronic bid bond, properly completed and verified by Surety 2000 or Surepath; or B. Submittal of a properly completed paper bid bond or a money order, certified or cashier's check to the Bay County Road Commission Offices, located at 2600 E Beaver Road, Kawkawlin, Michigan 48631. Bond Percentage 5.00%. The successful bidder shall furnish surety bonds with sureties acceptable to the Board. One bond equal to one hundred percent (100%) of the contract price as security for the faithful performance of the contract and one equal to one hundred percent (100%) of the contract price as security for the payment of all labor, materials, and supplies used in the work and protection of the Board from all liens and damages arising from the work. The Contractor shall start work within ten (10) calendar days after receiving the Notice to Proceed, and continuously pursue the work until complete. The right to accept any proposal, to reject any or all proposals, and to waive defects in proposals is reserved by the Board of County Road Commissioners, of the County of Bay. This work consists of providing all labor, equipment, and materials necessary to construct an aggregate base from the existing hot mix asphalt (HMA) pavement, aggregate base course, and existing aggregate shoulders. The work also includes the mixing of the aggregates and dust palliative and regrading the proposed mixture to the proposed grades, thickness and compaction as shown on the plans or as directed by the Engineer. This work shall be in accordance with section 307 of the Standard Specifications for Construction except as modified herein. Place and compact an aggregate shoulder where called for on the plans. Around existing and proposed storm sewer, sanitary sewer, and water main manholes within the paved surface, after the top course of HMA has been placed, the Contractor shall install concrete collar as described below. Work shall be in accordance with sections 403 & 602 of the Standard Specifications for Construction, or as modified herein. This work consists of furnishing and placing HMA mixture(s) using Superpave mixture design methods. The project contains dry process plastic modified HMA demonstration (test) sections(s) that will be evaluated for long-term performance by the Engineer, in conjunction with Michigan Technological University (MTU). Furnish HMA mixtures of the Michigan Department of Transportation 2020 Standard Specifications for Construction, except as modified herein. This specification includes mix specifications for controlling HMA mixture(s) and plastic modified HMA mixture(s). Adjust all equipment and methods as necessary to properly accommodate the modifications specified herein. The Contractor shall install new frames and covers, on existing Bay County Department of Water and Sewer sanitary manholes as described herein, and as shown in the plans. Work shall be in accordance with sections 403, 825, and 908 of the Standard Specifications for Construction, or as modified herein. A value engineering change proposal (VECP) modifying plans, specifications, or other contract requirements may be submitted for this project if the proposed change results in reduced construction cost, a higher quality product, improved safety, or a shorter contract time. The estimated cost savings must be quantifiable in relation to the contract cost. No work can begin before written authorization. The proposed change must not alter the essential functions or characteristics of the project or significantly delay the completion of the project. A VECP or conceptual VECP will only be considered after project award. Essential functions and characteristics include, but are not limited to, service life, operating costs, ease of maintenance, desired appearance, impact on utilities and right-of-way, mobility and safety of the motorist, bicyclist and pedestrian; safety of all onsite workers (construction, inspection, testing, etc.) in the progress of the work, design standards, and safety standards. This special provision does not restrict the Contractor from proposing improvements to the project that may not result in net cost savings. A conceptual VECP stating the basic concept and approximate cost savings may be submitted for preliminary consideration. This work consists of handling, transporting, disposing of non-hazardous contaminated material, including all laboratory testing required for the proper disposal of the material and site restoration of temporary storage locations. Ensure this special provision is not employed without authorization by the Engineer. The laboratory testing will be used to solicit landfill approval and is not intended to determine whether or not the material is contaminated. Soil delineated on the plans and classified as non-hazardous contaminated cannot be used elsewhere on the project regardless of the laboratory test results unless otherwise directed by the Engineer. This special provision establishes negative adjustments related to the failure to properly install and maintain soil erosion and sedimentation control (SESC) measures and the conditions under which these adjustments will be determined and applied. Nothing in this special provision modifies section 107 of the Standard Specifications for Construction. Delays to the project as a result of the Contractor conducting corrective actions for SESC measures do not constitute a valid reason for an extension of time. Ensure deficiencies with SESC measures are corrected in the time frame stated herein. For those deficiencies not corrected within the stated time frame, the Engineer will make a negative adjustment to the contract as stated herein. This work consists of furnishing and installing acceptable alternatives to inlet protection devices (devices) listed in the Soil Erosion and Sedimentation Control Manual when the pay item Erosion Control, Inlet Protection, Fabric Drop is included in the contract. This work consists of furnishing, installing, maintaining, disposing of collected material and removing devices at the locations shown on the plans or as directed by the Engineer. 1. Erickson Road (8 Mile Road to 7 Mile Road) - Pavement Rehabilitation Travel Lanes: Station 0+72 (POB) to Station 38+50 (POE) - Crush and shape existing HMA full width and place 3 inches of HMA. Shoulders: Station 0+72 (POB) to Station 38+50 (POE) - Place additional aggregate shoulders, per the typical cross-sections. Construction Traffic Control: Maintain traffic on Erickson Road and at all crossroads (8 Mile Road and 7 Mile Road). Traffic shall be detoured from Erickson Rd to 8 Mile Rd to Coggins Rd to 7 Mile Rd, per the detour plan and the special provision for Maintenance of Traffic. 2. North Union Road (Monitor Road to 2 Mile Road) - Pavement Rehabilitation Travel Lanes: Station 0+72 (POB) to Station 38+50 (POE) - Crush and shape existing HMA full width and place 4 inches of HMA.
