The Chelsea Housing Authority ("CHA") is seeking affordable housing development consultant\ services from one or more qualified individuals or firms (each a "Consultant") with extensive expertise in feasibility studies, financial modelling, project management, including financing and permitting applications, and strategic planning. The Consultant will support CHA in advancing the redevelopment of CHA's 198-unit subsidized housing portfolio (transitioning from traditional public housing financing to diverse affordable housing financing sources), renovating and modernizing the existing portfolio, and expanding CHA's affordable housing portfolio through new construction. The consultant will provide financial modeling and project management advice in support of CHA real estate development activities, including the following specific deliverables: 1. Conduct financial feasibility analyses to prioritize among prospective development projects. 2. Assess potential funding sources and mechanisms, including Low Income Housing Tax Credits, Historic Tax Credits; HUD, and EOHLC capital funding sources and operating subsidies; public and private (soft and hard) debt; incentives, rebates and other resources available to support the creation and operation of affordable housing. 3. Review development budgets and operating proformas in support of funding applications, including the Massachusetts One-Stop application. 4. Assist in the procurement of and negotiation of debt and equity investments. 5. In collaboration with other CHA team members, advise on development objectives to optimize CHA's ability to secure financing. 6. In collaboration with other CHA team members, advise on design and construction matters as they relate to financial feasibility and long-term asset management. 7. In collaboration with other CHA team members, advise on project delivery including permitting, due diligence and regulatory requirements. 8. Provide staff training and resource materials to build CHA internal capacity to plan and implement complex real estate development projects. 9. Work with relevant CHA departments, including Legal, Operations, Admissions and Procurement, to implement updated business practices and protocols to optimize real estate development, operation, and asset management of affordable and mixed-income properties. 10. Assess potential management and ownership options: evaluate different ownership and management scenarios and propose arrangements that ensure ongoing resident engagement and building sustainability. 11. Provide other analyses, materials and advise as appropriate in support of CHA's goals to expand its real estate development capacity in service of its broader organizational mission Inquiries or requests for modification to any provision of this RFP must be submitted by 2:00 pm on Wednesday July 17th, 2025 (the Inquiry Deadline) via email to wbrooks@chelseaha.com Proposals must comply with the requirements of the RFP as set forth herein. The CHA will not accept, or review proposals received after the Proposal Deadline. The CHA reserves the right to extend the Proposal Deadline. The only acceptable evidence to establish the time of receipt at the CHA of a proposal, a modification thereto, or withdrawal thereof, shall be the time/date stamp of the CHA on the proposal envelope wrapper or other documentary evidence of receipt maintained by the CHA. Notwithstanding the above, a late modification of an otherwise successful proposal that makes its terms more favorable to the CHA will be considered at any time it is received and may be accepted. The method of Contractor Selection has not been Determined at this time. RFP date notes: Each proposal shall be in a sealed envelope marked with the Proposer's name, address and telephone number. In addition to the four hardcopies of the proposal, Proposers shall provide one (1) electronic copy of the non-fee portion of their proposal on USB media. This submission should be in Adobe PDF format. Proposers shall submit the fee and non-fee portions of their proposal under separate cover as follows: 1. One envelope shall be marked "CHA Job No. 2286-01: Affordable Housing Development Consulting Services - Qualification Statement, Service Plan and Required Forms." 2. The second envelope shall be marked "CHA Job No. 2286-01: Affordable Housing Development Consulting Services - Fee Proposal".
