Site work and renovation of a municipal facility in Kent, Washington. Completed plans call for site work for a municipal facility; and for the renovation of a 155,000-square-foot municipal facility.
The City reserves the right to reject any or all proposals and to waive informalities. This solicitation is authorized under RCW 39.10.330 and the approval granted by the State Project Review Committee. The GC/CM shall provide high quality services including scheduling, phasing logistics, collaboration with the design consultants, direct construction best-practices, support constructability analysis, provide assistance in the selection of materials and building systems, and solicit/manage subcontractor bid packages and supplier bidding. The GC/CM shall provide high quality construction services to safely deliver a superior project that comprises the full scope of program. Question Deadline 07/17/2025 at 5:00 PM PT The City of Kent ("City") will be accepting Proposals from experienced firms to provide General Contractor/Construction Manager (GC/CM) services for the City of Kent Municipal Campus Relocation Project ("Project"). The City intends to award a construction contract utilizing a competitive negotiation process authorized by RCW 39.10. and described more fully below. The City has determined that this project meets the criteria established in RCW 39.10. for use of the GC/CM procedure. Among the most important factors in this determination is the critical importance of having the contractor involved during the design phase. For this project, it is important during design that the GC/CM provide detailed construction scheduling, input into procedures and specifications, input into design constructability issues, coordination of contract documents, determination of construction logistics and construction phasing (especially for occupied spaces), detailed cost estimates, and investigation of existing conditions. If necessary to help best support overall project schedule, the GC/CM may be authorized to bid out and start select early construction bid packages before all project construction documents are 100% complete. The first step in the GC/CM selection process shall consist of the submittal of a Proposal which will be evaluated in accordance with the criteria set forth in this Request for Proposal (RFP). By submitting a proposal in response to this RFP, Proposers agree in advance that if they are the successful GC/CM, they agree to the terms provided for in the Contract Documents made available with this RFP as Attachments C, D, E, F, and G, and will perform their services according to the terms and conditions outlined in those Contract Documents. In no event is any proposer to submit their own standard contract terms and conditions in response to this RFP. Proposers may submit exceptions to the Contract Documents as allowed in this RFP The City will review requested exceptions and accept or reject the same at its sole discretion, and Proposers are advised to be specific with any exception noted. Based on the results and scoring of the Proposals, a shortlist of the highest scoring Proposals will be created and the associated firms will be invited to interview. Following the Interview, the most qualified finalists will be determined based on the highest scores, who will be asked to submit a Final Proposal, including a Subcontractor Outreach Plan, and sealed bids for the Percent Fee stated as a percentage on the estimated Maximum Allowable Construction Cost (MACC) advertised and a fixed amount for the detailed Specified General Conditions Work. The firm with the highest total score based on the proposal submitted and the other factors set forth in this RFP will be selected to provide Preconstruction Services and for MACC negotiations. If the parties cannot agree on a MACC as described in the Contract Documents, the negotiations will be terminated and the City reserves the right to begin negotiations with the next highest scoring firm. All costs incurred by firms choosing to participate in this RFP process shall be borne by the proposing firms. All provisions of this RFP will become a part of the Contract Documents, as will the GC/CM's written response to the RFP. All terms capitalized in this RFP shall have the definitions assigned to them in the Contract Documents made available with this RFP through its Attachments. This RFP seeks a GC/CM to construct the following project: The City of Kent (the "City") is soliciting proposals from qualified General Contractor/Construction Manager (GC/CM) firms to provide preconstruction and construction services for its Municipal Campus Relocation Project. This solicitation is issued under the authority of RCW 39.10.330 and in accordance with the project approval granted to the City by the State of Washington's Project Review Committee authorizing the City of Kent s use of the GC/CM alternative contracting procedure. The project includes the phased renovation of two major city-owned buildings estimated to include 155,000 square feet, which shall house the City of Kent's administrative services in one facility and the Kent Police Department and a new City Council chamber in another facility located approximately 3 miles south. Construction Phases: - Phase 1: Renovation of the 80,000 SF Administrative Services Building (ASB), located at 20610 68th Avenue South, Kent, WA 98032 - Phase 2: Renovation of the 75,000 SF Centennial Building for Police and Council use, located at 400 W. Gowe St., Kent, WA 98032 Key Objectives: - Renovate existing city-owned buildings to house consolidated operations - Minimize service disruptions during construction - Provide secure and modern civic spaces, including data center and audio/visual upgrades - Align delivery within available funding timelines and public transparency goals The estimated MACC for the project is: $38,434,845. The design team members include: Architect: ARC Architects, Inc. and its below listed subconsultants: o Electrical and Audiovisual Engineer: Coffman Engineers o Mechanical Engineer: FSI, Consulting Engineers o Landscape Architect: JKLA o Structural Engineer: Integrated Design Engineers o Civil Engineer: LPD Engineering, PLLC o Acoustical Engineer: A3 Acoustics o Cost Estimator: DCW Cost Management All attachments referenced in this section, including project schedules, draft agreements, specifications, and contract forms, will be made available in full as part of the published RFP package. Attachment A to this RFP provides concept drawings of the potential renovations to the buildings. Attachment B provides the current planned project development schedule. Attachment C provides the draft Agreement for Preconstruction Services Attachment D provides the draft General Contractor/Construction Manager Contract, along with its Attachments 1 - 5.
