For the purposes of awarding the contract, only tenders from contractors having an establishment in Québec or, where an intergovernmental agreement is applicable, in Québec or in a province or territory covered by such an agreement shall be considered and, where applicable, whose license is required under the Building Act (L.R.Q. c-B-1.1). The City of Saguenay does not undertake to accept either the lowest or any of the bids received, and will incur no obligation whatsoever towards the bidder(s).
