Site work for a water / sewer project in Orlando, Florida. Completed plans call for site work for a water / sewer project.
The project is a septic to sewer conversion project consisting of the installation of lateral service connections and abandonment of existing septic systems on private property. The work also includes replacement and repair of existing sanitary sewer laterals as needed. Question Deadline 07/24/2025 at 5:00 PM ET All questions about the meaning/intent of the Plans & Contract Documents must be submitted in writing to Silvia Coste, CPP, Senior Purchasing Agent, Silvia.Coste@orlando.gov Procurement and Contracts Division. Questions will be answered in accordance with Article 5 of the Instruction to Bidders, replies will be given at a later date. Bids must be accompanied by a bid bond, certified check or cashier's check made out to the CITY of Orlando, or other security as provided by law, in an amount not less than 10% of the total base bid. Bidders must be appropriately licensed Florida Contractors pursuant to Chapter 489 Florida Statutes to be considered responsible bidders and eligible to be awarded a contract. Upon award of contract, the Low Bidder shall be required to provide Performance and Payment Bonds in the amount of the Contract Price. The Surety must be licensed to do business in the State of Florida, must be included on the United States Department of the Treasurys Listing of Approved Sureties, and must have at least an Arating in accordance with the most current A.M. Best Company financial strength ratings. This Project is funded in whole or in part by the U.S. Environmental Protection Agency (EPA) and Florida Department of Environmental Protection (FDEP). The Contractor and subcontractors shall be required to comply with applicable federal, state and local laws, rules and regulations pertaining to the EPA and FDEP program, including, but not limited to, Davis-Bacon Act, Equal Employment Opportunity/Executive Order 11246, Restrictions on Lobbying, and the Civil Rights Act of 1964 and 1968. The Contractor shall comply with the requirements of the EPA and FDEP program and include this provision in all subcontracts issued as a result of this Agreement. Additional requirements regarding this Project can be found in the FDEP Directives as set forth in this Solicitation. Use of E-Builder Software - The selected Proposer will be required to utilize the CITY of Orlandos E-Builder software in the performance of services hereunder. CITY of Orlando Veteran Business Enterprise (VBE) Program. INVITATION FOR BID 6/6/2025 00030-1 The CONTRACTOR shall be required to comply, if applicable with the CITY Veteran Business Enterprise (VBE) program (Chapter 7). The VBE Participation form is provided in the Supplementary Conditions. Living Wage. CONTRACTOR is required to pay its workers, as well as its subcontractors providing services pursuant to a contract with the CITY, a living wage for the time spent providing services to the CITY. (This provision does not include general administrative personnel unless they are assigned to a CITY project.) Living wage means compensation for employment of not less than $15.00 per hour for straight time, exclusive of FICA, unemployment taxes, and workers compensation insurance and employee benefits. This provision shall apply to all bid and proposal awards for services which involve CITY expenditures that exceed $100,000.00 per year. Responsible Contractors Policy For contracts with an estimated value of at least $100,000, the CONTRACTOR will be required to comply with the CITY of Orlandos Responsible Contractors Policy, which requires that CONTRACTOR pay its workers and require its Subcontractors to pay their workers on this Project an hourly wage, based on classification for the Orlando region established by the Davis-Bacon Act (hereinafter hourly wage). If satisfying the health benefits requirement by providing health benefits through a bona fide program, the Supplementary Conditions establish minimum health insurance benefits acceptable to the CITY. Moreover, certification as to the existence of a CONTRACTORS bona fide health benefits program for its workers must be provided to the CITY with its bid at the time of the bid opening. The Owner reserves the right to waive any informalities, to reject any or all Bids, or to re-advertise for Bids. Awards, if made, will be to the lowest responsive, responsible bidder whose bid is most advantageous to the Owner, price and other factors considered.
