Overview The Town of Redington Beach is soliciting proposals from interested and qualified firms experienced in providing building services. The intent is to obtain the most advantageous building services firm for the Town with cost and other factors being considered. Companies must have the capability to perform and complete the services in all respects in accordance with the solicitation documents. General requirements The Town of Redington Beach is seeking a professional firm with the experience, capabilities, credentials and qualified available staff to perform the following building/inspection services in compliance with all Town, Stated and Federal regulations for the Town of Redington Beach, Florida. 1. Firms must demonstrate expertise in the following areas of residential and commercial construction: o Thorough knowledge of adopted construction codes and standards and ability to apply knowledge to ensure all inspected construction is in compliance. o Knowledge of modern principles and practices of civil engineering as applied to inspection of buildings. o Knowledge of local and State laws and regulations governing electrical, mechanical, plumbing, building and fire standards. Knowledge of operations of a modern building department including legal requirements, computer technology and public relations. o Ability to coordinate, plan, direct and supervise inspection activities of the Town. o Ability to read and interpret plans, specifications and blueprints quickly and accurately, and to compare them with construction in progress. o Ability to prepare comprehensive reports and maintenance of records. o Ability to coordinate, plan, and supervise inspections and permitting regulated by building services. o Ability to inspect certificates of elevation to ensure compliance with Town and FEMA flood regulations. o Ability to effect and maintain satisfactory working relationships with the public, staff and administration in regard to regulatory matters. o At least (3) standard certifications as issued by the Florida Department of Business and Professional Regulation within the discipline areas listed in Florida Statutes (Building Inspector, Plans Examiner, or Building Code Administrator) at time of contract initiation. o Ability to work closely with Fire Department as related to life safety inspections. 2. Service to be performed may include, but not be limited to the following in residential and commercial construction: o Planning, organizing and directing all administrative and building inspection functions related to building services. o Reviewing and enforcing the latest, most current edition of the Florida Building Code and the National Electrical Code. o Answering field questions to ensure proper service is provided to construction professionals and the general public. o Must have a standard certification as issued by the Florida Department on Business and Professional Regulations as Building Code Administrator at the time of contract initiation. As well as possess at least three (3) standard certifications as Inspector and Plans Examiner. o Making technical inspections of all phases of construction, electrical, plumbing, mechanical, including new construction or modifications of commercial buildings, and residential buildings to ensure compliance with Town, State and Federal Building codes, and issuing Certificates of Occupancy to buildings that conform to proper construction and fire-safety standards. o Reviewing construction documents to confirm compliance with State and Local laws and regulations. o Preparing reports and monitoring correspondence related to division activities such as code interpretation, base flood determinations, and contractor licensure. o Assisting and advising contractors, building owners and associates, officials and the general public in explaining and interpreting building codes and standards. o Investigating complaints regarding building construction codes, ordinances, or hazards. Issuing Stop Work Orders as required to achieve compliance. o Directing all administrative and procedural regulations applicable to contractor licensing and competency requirements in the Town. o Performing related work as required. o Managing and administering Building Codes. o Inspecting buildings and signs. o Reviewing plans. o Attending development review, preconstruction and construction meetings. o Coordinating with Public Works, Fire Department and other Town staff. o Coordinating with property owners and contractors. o Permitting buildings and signs. o Administering and enforcing Floodplain Management Regulations. o Administering and enforcing ADA (American with Disabilities Act) requirements. o Post hurricane (or other manmade or natural disaster) damage assessments. o Assist in responding to or presenting cases before the Town's quasi-judicial officials. o Drafting staff reports and communications of a complex and technical nature. o Other related support services required by the Town.
