To provide flood protection along the Clearwater River and increase the flood elevation to 250.9m as per September 15, 2020 Council resolution to complete structural mitigation to a 1:200-year flood event for the Downtown area. The current objective of Contract 1 is to complete the majority of the earthworks along the project extents as well as underground infrastructure upgrades. The selected bidder (Contractor) is expected to substantially perform Contract 1 within the 2025/2026 construction seasons. Contract 2 for the completion of the flood mitigation works will be tendered separately. The current scope includes: Preparation of all pre-construction documentation, including Safety Plan, ECO Plan, Emergency Response Plan, Communications Plan, and obtaining all necessary permits. Mobilization and site preparation. Modifications of the underground infrastructure on the stormwater system at the Alberta Drive and Marshall Street outfalls, including supply and installation of additional chambers, sluice gates, a new headwall, manholes, and storm pipe. Load, haul, place, shape and compact imported fill (to be supplied by the RMWB), at the locations and configurations as indicated on the Contract Drawings, including tie-in to existing flood mitigation works at Riedel Street (Reach 5), Franklin Avenue (Reach 7), and intermediate points along the temporary Clearwater Drive berm in order to provide continuous flood protection. Protection of the existing Heritage Shipyard assets and maintaining access to the facility throughout construction. All other related work as indicated on the Contract Drawings, and all work incidental thereto.
