Flooring Services for Campbell Crossing Refuse & Recycling Services for Soaring Heights Communities, Holloman AFB, NM. Submissions received on or near the solicitation due date may not be addressed prior to the bid deadline. Campbell Crossing is a vibrant, master-planned community located at Fort Campbell, KY. Campbell Crossing is a Lendlease community formed through a partnership with the U.S. Army. THE WORK is defined in the attached "Scope of Work" document. PERFORMANCE PERIOD: August 14, 2025 through July 31, 2028 (projected) BID SUBMISSIONS In order to receive consideration, bids must be prepared in strict accordance with the following: Complete the Contractor Qualification Form and the Bid Form in its entirety. Upload all submittals listed in the Required Documents List. No verbal bids and/or modification of a bid will be considered. No bids received after the time fixed for receiving them will be considered. BONDS Performance and payment bonds are not required for this request for proposal. INSURANCE REQUIREMENTS This contract will require the contractor to provide proof of insurance prior to commencement of any work. The requirements are defined in the attached Sample Work Order Master Agreement (see Exhibit B, Insurance Requirements for Non-Enrolled Parties). A sample certificate is also provided with this RFP for reference. EXAMINATION OF DOCUMENTS AND SITE OF WORK Before submitting a bid, each bidder shall examine any and all Drawings carefully, shall read the Specifications and all other proposed Contract Documents, and shall visit the site of Work. Each bidder shall fully inform himself or herself prior to bidding as to existing conditions and limitations under which the Work is to be performed, and shall include in the bid a sum to cover the cost of items necessary to perform the Work as set forth in the proposed Contract Documents. No allowance will be made to a bidder because of lack of such examination or knowledge. The submission of a bid will be considered conclusive evidence that the bidder has made such examination. WITHDRAWAL OF BIDS A bidder may withdraw his or her bid at any time prior to the scheduled time for opening bids. AWARD OR REJECTION OF BIDS The Contract, if awarded, will be offered to the responsible bidder who has proposed the best value, subject to bidder qualification and CC's right to reject any or all bids and to waive informality and irregularity in the bids and in the bidding. CC reserves the right to award or reject any bid received at its sole discretion. Proposals are based on private sector bidding and is not considered government procurement. INTERPRETATION OF CONTRACT DOCUMENTS PRIOR TO BIDDING All requests for information and clarification shall be submitted through the Bid Express Q&A platform. Requests shall be submitted no later than the posted Q&A deadline. Interpretation or correction of proposed Contract Documents will typically be made through the Bid Express notification system. CC will not be responsible for any other explanations or interpretations of the proposed Contract Documents. WAGES Bidder will comply with all applicable provisions of the Fair Labor Standards Act and any other State or local laws and regulations governing minimum wages and hours.
