Site work for a water / sewer project in Portland, Texas. Completed plans call for site work for a water / sewer project.
The project consists of drainage improvements including removal of existing reinforced concrete pipes, installation of reinforced concrete pipes, tie into existing junction box, drainage risers, post inlet, manhole, headwall structure, grading swales and ditch, pavement repair, traffic control, erosion control, and minor utility adjustments. The deadline to ask questions is 7/28/2025 11:00 AM CST A bid bond in the amount of 5 percent of the bid issued by an acceptable surety shall be submitted with each bid. A certified check or bank draft payable to City of Portland or negotiable U.S. Government Bonds (as par value) may be submitted in lieu of the Bid Bond. The project to be constructed will be financed with assistance from the General Land Office (GLO) under the U.S. Department of Housing and Urban Development Community Development Block Grant - Mitigation (CDBG-MIT) program and is subject to all applicable Federal and State laws and regulations. Attention is called to the fact that not less than, the federally determined prevailing Davis-Bacon and Related Acts wage rate, as issued by the Department of Labor and contained in the contract documents, must be paid on this project. In addition, the successful bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex, sexual orientation, gender identity, or national origin. Adherence to the City of Portland Section 3 Policy is required for all contracts. All contractors and subcontractors must be cleared (not suspended or debarred) prior to any formal action authorizing the award of a contract to the contractor. Minority Business Enterprises, Small Business Enterprises, Women Business Enterprises, Veteran-Owned Businesses, Section 3 Businesses, and labor surplus area firms are encouraged to submit bids. The City of Portland reserves the right to reject any or all bids or to waive any informalities in the bidding. Bids may be held by City of Portland for a period not to exceed 60 days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidder's qualifications prior to the contract award.
