The Invitation to Bid (ITB) seeks competitive bids from qualified Firms to provide Corrosion Inhibited Liquid Magnesium Chloride. The successful Bidder will be required to provide 100% Supply Bond. Proposals must be accompanied by a certified check, cashier's check, or a bid bond issued by a surety authorized to issue such bonds in the State of Idaho, in an amount of ten percent (10%) of the total amount of the cost proposal submitted. The proposal submitted must comply with the Specifications and the General Terms and Conditions included herein, and any addendum issued. Failure to comply will result in rejection of the bid as void and non-responsive. The amount of this liquidated damage shall be an amount of three percent (3%) of each order value per calendar day, not to exceed fifteen percent (15%), as a delivery default to cover the ACHD anticipated administrative expense caused by late delivery. If ACHD has to order Corrosion Inhibited Magnesium Chloride from a different supplier, the Vendor of this purchase agreement shall be required to pay the price difference from the awarded bid price for Magnesium Chloride to the purchase price from the different supplier, including additional delivery charges. Bidders are required to submit all inquiries through the ACHD online. Please be advised that no inquiries will be accepted after the stated deadline. Responses to all submitted inquiries will be posted exclusively on the ACHD eProcurement Portal. Bidders are encouraged to click "Follow" on the Bid to receive email notifications when responses are posted. It is the sole responsibility of the bidder to monitor the portal for responses and updates. Any clarifications or modifications that require an addendum will be addressed in a Final Addendum, which will be issued to all registered. ACHD reserves the right to reject all bids or reject any bid not conforming to the intent and purpose of the Contract Documents whenever such action appears to be in the best interest of ACHD. Award of a contract pursuant to this procurement may be delayed, without penalty, for up to sixty (60) calendar days after the date of bid. ACHD reserves the right to reject any or all bids, to waive informalities, and to contract in the best interest of ACHD.
