The Project is located approximately two miles east of Mission, South Dakota, on the Rosebud Sioux Indian Reservation, and the Work generally consists of: excavation of the existing earthen embankment and auxiliary spillway; demolition and removal of the existing Morning Glory spillway and abandoned conduits; construction of a new reinforced concrete service spillway, outlet works, and impact basin; reconstruction of the dam embankment, including compacted embankment fill, filter sand chimney and blanket, toe drain system and filter trench; and riprap and riprap bedding; construction of a new auxiliary spillway crest control structure; and the construction of a new boat ramp and boat dock. Interested parties may view the contract documents at no cost on the website prior to deciding to become a plan holder. To be considered a plan holder, an Offeror must register on the website and, for a nominal fee, purchase the contract documents in digital form for download. Registering as a plan holder is recommended for all prime contractors and subcontractors because plan holders will receive addenda and other contract document updates via the website Online. The Project will be conducted in accordance with the provisions of the Rosebud Sioux Tribe s Indian TECRO Ordinance 86-03. The selection of the successful offeror and award of this Project will be per the provisions of Ordinance 86-03 and regulations. Offerors who wish to receive Indian preference must obtain certification by the TECRO Commission of the Rosebud Sioux Tribe as a legitimate Indian-owned business prior to submission of their proposal. Proof of Indian Preference Certificate must be included, for the current year, with the proposal in the form of a copy of the Certificate issued by the TECRO Commission. It is the sole responsibility of the Offeror to obtain and provide proof of Indian Preference Certificate from the TECRO Office. It is the Offeror s responsibility to obtain a Tribal Business License and submit it with their proposal in accordance with Section 00 21 16 Instruction to Proposers. Failure to submit proof of the Tribal Business License shall be considered nonresponsive and omitted from consideration. Each proposal must be accompanied by a 10% bid bond issued by a surety, which will be held until the contract award. The Owner reserves the right to reject any or all proposals.
