This project will demolish the eight existing secondary intake guide vanes and replace them.Constructed guide vanes will match the dimensions of the existing guide vanes being replaced.Stainless steel material will be type 316L stainless steel in lieu of the existing type 304 stainlesssteel, as type 316L performs better than type 304 at higher temperatures. ONLY MACC CONTRACTORS ON THIS MACC GROUP ID CAN SUBMIT A PROPOSAL. Title: Repair Damaged Secondary Inlet Guide Vane Location of the work: Building 1100, Naval Air Station Oceana, Virginia Beach, Virginia The building includes an existing test cell area where jet engines are placed during testing. An existing augmenter (a tunnel into which the jet exhaust is expelled during jet engine tests) extends from the existing test cell area, and an existing exhaust stack occurs at the outlet of the existing augmenter. An existing primary air intake is in place near the front of the existing test cell area, and an existing secondary air intake is in place from the existing roof to the entrance of the existing augmenter where the augmenter meets the test cell area. In 1996, a modernization project was performed and included the fabrication and installation of eight guide vanes within the secondary air intake of the building. These existing guide vanes are constructed of light gauge stainless steel, type 304. All eight existing vanes have been damaged due to high wind speeds in combination with high temperatures. All eight existing vanes exhibit cracking, mostly at the welded connections, and one existing vane has failed such that existing light gauge steel plate has experienced significant deformations. All testing operations within this building have ceased due to the safety risk of these existing vanes fragmenting and becoming projectiles. This project will demolish the eight existing secondary intake guide vanes and replace them. Constructed guide vanes will match the dimensions of the existing guide vanes being replaced. Stainless steel material will be type 316L stainless steel in lieu of the existing type 304 stainless steel, as type 316L performs better than type 304 at higher temperatures. In accordance with FAR 36.204 Disclosure of the Magnitude of Construction Projects, the estimated price range for this project is between $1,000,000 and $5,000,000. Contract completion date is 420 calendar days. The days are calculated from date of task order award, which includes the initial 15 days allowed for distribution of the task order award, submission and approval of insurance, bonding and other requirements set forth in the task order/MACC. Task order award is considered notice to proceed. In accordance with FAR 52.211-12 Liquidated Damages, if the Contractor fails to complete the work within the time specified in the contract, the Contractor shall pay liquidated damages to the Government in the amount of $252.95 for each calendar day of delay until the work is completed or accepted. PPIs must be submitted in writing on the attached Pre-Proposal Inquiry Form (ATTACHMENT F) to Jessica Grosso at jessica.m.grosso.civ@us.navy.mil no later than 21 July 2025 2:00 PM EDT. In accordance with FAR 52.228-1, Bid Guarantees, each offeror shall submit with its offer a guarantee bond (Standard Form 24) in a penal sum equal to at least 20 percent of the offer price or or $3,000,000, whichever is less. Performance and Payment Bonds are required from the contract task order awardee ten (10) calendar days after date of award. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
