Ramsey County, through the Public Works Department, seeks professional engineering services for final design for the reconstruction of Rice Street from Wheelock Parkway to 600 feet south of County Road B in the City of Saint Paul, Roseville and Maplewood. Services will include preparation of construction plans, specifications, special provisions, and cost estimates for the reconstruction of the roadway including roadway elements, traffic signals, trail, storm sewer, pavement, signing, pavement markings, and street lighting. CERT Small Business Enterprises are encouraged to respond to this solicitation. Ramsey County (the "County"), through the Public Works Department, seeks professional engineering services for final design for the reconstruction of Rice Street from Wheelock Parkway to 600 feet south of County Road B in the City of Saint Paul, Roseville and Maplewood. Services will include preparation of construction plans, specifications, special provisions, and cost estimates for the reconstruction of the roadway including roadway elements, traffic signals, trail, storm sewer, pavement, signing, pavement markings, and street lighting B. Business problem/opportunity 1. Existing Conditions Rice Street is a three-lane suburban roadway with a multi-use trail on the west side and segments of trail/sidewalk on the east side. Rice Street has a 40-mph speed limit. 2. Proposed Project The project is to reconstruct Rice Street using county state aid highway funds from Wheelock Parkway to 600 feet south of County Road B. The proposed typical section is a bituminous roadway with two travel lanes, center two way left turn lane, multiuse trail on the west side, and a sidewalk or trail on the east side. New traffic signals will be designed at Larpenteur and Roselawn. Other improvements will include storm sewer, storm water treatment, concrete sidewalk, multiuse trail, landscaping and trees, street lighting, water main, sanitary sewer services, traffic signing, and pavement markings C. Scope of Services Roles and Responsibilities County Role/Agency Coordination The County will act as the lead agency and owner representative and will oversee the work of the Consultant and act as general liaison to the Cities. The Contractor is expected to identify all potential stakeholders and regulatory agencies and establish the appropriate contact and correspondence to ensure their input is incorporated into Project decisions and study limits. Thereafter, the Contractor will be expected to have direct and regular interaction with those agencies and provide regular updates to the County. Contractor Role/Responsibilities a. will provide all services necessary to design the meet the requirements of the proposed reconstruction plan. b. staff will keep in constant communication with the County regarding design progress and issues relating to City and other agency coordination. c. is expected to act on behalf of Ramsey County and provide advice and make decisions that are in the best interest of the Project and of the County. The County will have ultimate decision-making capacity on issues that impact the budget, scope and schedule of the Project. d. must dedicate assigned staff resources to the Project for the hours committed (at the times required of the schedule), in their assigned roles, and for the duration of the Project without substitution. e. will provide all services necessary to carry the Project through the final design of the project. f. one staff member shall be a licensed as a P.E. in the state of Minnesota g. will provide the County 30%, 60%, and 90% plans for review h. must perform subsurface and surface topographic survey i. must provide 40 hours for questions during bidding and 100 hours for questions during construction j. will be responsible for ensuring that all work by the Contractor conforms with the following: 1) Project permits 2) MnDOT Standard Specifications for Construction, (Standards and Specifications) 3) Minnesota Department of Transportation State Aid for Local Transportation Division requirements
