Site work for a sidewalk / parking lot in Keller, Texas. Completed plans call for site work for a sidewalk / parking lot.

This project consists of hardscape, landscape, and irrigation improvements within the medians and parkway of TXDOT ROW along FM1709. Each bidder shall be prequalified by TxDOT, but does not have to be published on TxDOT.gov if they can provide an approval letter from TxDOT dated before the bid opening. The deadline to ask questions is 7/24/2025 5:00 PM CST Cashier's check or acceptable bidders' bond, payable to the City of Keller for a total proposal in an amount not less than five percent of the total bid submitted must accompany the bid. The City of Keller reserves the right to reject any and all bids (and to waive informalities in any bid except the date and time of submittals). LOCATION AND DESCRIPTION OF PROJECT: The work to be performed under the provisions of these Contract Documents consists of furnishing all materials, equipment, supplies, and appurtenances; providing all construction plant equipment, and tools; performing all necessary labor and supervision' and the construction complete, including all work appurtenant thereto for FM 1709 Landscape Enhancement for the City of Keller. The site of the work is in Tarrant County, Texas. The project consists of approximately 10,800 linear feet of hardscape, landscape, and irrigation of parkway ROW areas and medians, along FM 1709 from Bourland Road to Pearson Lane. PROPOSAL: No original oral, telephonic, or telegraphic proposal shall be considered. Corrections, deletions, or additions to bids may be made by wire, provided such wire are received in correct and comprehensive form prior to the opening time of bids, and confirmed by letter. No telephone corrections, deletions or additions will be accepted. Proposals will be accepted only for the entire portion of the project described in these Drawings. Each proposal shall be submitted on the CONTRACTOR'S Proposal Form enclosed herein or one a computer-generated form, provided that the following conditions are met. All blanks shall be fully and legibly filled' all signatures shall be in longhand. An authorized member of the contracting firm must sign the CONTRACTOR'S Proposal Form. The completed form shall show no erasures, alterations, qualifications, or additional material of any kind whatsoever. Each bidder should have studied the Drawings and Specifications, or other proposed contract Documents. He may submit to the ENGINEER a written request for interpretation thereof. The person submitting the request will be responsible for its prompt delivery. Interpretation of the proposed Contract Documents will be made only by Addendum. A copy of each Addendum will be mailed, delivered, or transmitted via facsimile to each person on obtaining a set of Contract Documents from the ENGINEER. The OWNER will not be responsible for any other explanations or interpretations of the proposed Contract Documents. Any addenda or letter of clarification issued in writing by the ENGINEER during the period of bidding shall be included in the proposal and the executed Contract; such addenda or letter of clarifications shall become a part thereof and modify the specifications and/or the Drawings accordingly. Each bidder will be required to complete and submit all contract forms, bonds, and questionnaires, included in the contract documents in order to have a valid bid submittal. QUALIFICATIONS OF BIDDERS: The apparent low bidder will be required to submit, within five working days evidence that he has practical knowledge of the particular work bid upon and that he has the financial resources to complete the proposed work. In determining the Bidder's qualifications, the following factors will be considered: Work previously completed by the Bidder and whether the Bidder (a) maintains a permanent place of business, (b) has adequate plant and equipment to do the work properly and expeditiously, (c) has the financial resources to meet all obligations incidental to the work, and (d) has appropriate technical experience. Each Bidder may be required to show that he has handled former work so that no just claims or judgments are pending against such work. No bid will be accepted from a Bidder who is or has been engaged on any work that would impair his ability to perform or finance this work. Each bidder shall be prequalified by TxDOT, but does not have to be published on TxDOT.gov if they can provide an approval letter from TxDOT dated before the bid opening. SUBMISSION OF BIDS AND AWARD OF CONTRACT: Bidders shall submit bids for the Total Base Bid. Failure to submit such bids shall result in rejection of bid as non-responsive. The City reserves the right to award the contract to the lowest responsive bidder for either the Total Base Bid. The City reserves the right to accept the bid, in its judgment, is the best bid received from a qualified Bidder; to reject any or all bids; and to waive informalities in any bid, except time of submittal. Bids received after the specified time of submittal will not be considered and will be returned unopened. BONDING: Each proposal must be accompanied by one (1) Bid Bond, one certified and/or Cashier's Check (on a solvent bank in the State of Texas, drawn to order of the City of Keller) in the sum of not less than five percent (5%) of the greatest amount of the proposal. No other form of security will be accepted. Said security shall be satisfactory to the OWNER, and its amount shall be agreed upon to the measure of liquidated damages that the OWNER will sustain by the failure, neglect, or refusal of the Bidder to execute and deliver the Contract, should the Contract be awarded to him. If the Bidder defaults in the execution of the Contract to him, then the said Bid Bond, Certified Check, or Cashier's Check will not be returned. Upon awarding of the contract, the successful CONTRACTOR will be required to furnish the OWNER with Performance and Payment Bonds in the amount of 100 percent of the contract price for the proposed construction. The cost of such bonds shall be included in the prices bid for various construction items. The surety issuing Performance and Payment Bonds shall have a "Best's Rating Guide" rating of XIV or better.
