A timeline for the award has not yet been established.** Reference Number 0000392436 Question Deadline 08/06/2025 at 1:15 PM MT Questions are submitted online Yes This request for qualifications (RFQ) for the FY26 CMAR Reservoir Rehab Program (Project) invites statements of qualifications (SOQs) according to the requirements set forth in this RFQ including the mandatory requirements/minimum qualifications in Section 5. The SOQs will be reviewed and evaluated, as described in Section 6, to select a short list of up to 3 Respondents as described in Section 7.5. After evaluating Respondents' SOQs, the Albuquerque Bernalillo County Water Utility Authority (Water Authority or Owner) intends to issue a request for proposals (RFP) to the short-listed Respondents for award of the Construction Management at-Risk (CMAR) Agreement see RFQ Attachment B (Draft CMAR Agreement). The capitalized terms in this RFQ have the meanings as first used in the text of this RFQ and/or as defined in RFQ Attachment A (Definition of Terms) or in the Owner's Procurement Rules and Regulations (https://www.abcwua.org/your-water-authority-legislation-ordinances/). The Project is to be designed and constructed in two phases using the CMAR delivery method: Phase I preconstruction services encompass draining reservoirs, desilting and cleaning the reservoirs, participating in the reservoir dry inspections, as well as disinfection and refilling the reservoirs using an air-gap. The CMAR will provide constructability reviews and value engineering for new and previously completed designs, estimating, and scheduling activities to support the Owner's chosen Design Engineer in completing the design. During this phase, the Design Engineer will advance the design to the level of completion necessary to define the project and will provide drawings and specifications prior to the initiation of the construction phase services. When Design Engineer's design reaches 90% completion, the CMAR Firm will present a construction schedule and an open-book guaranteed maximum price (GMP) proposal to the Owner. Phase I is completed when there is agreement on the GMP proposal (Phase II Construction Proce Proposal), inclusive of project schedule. Phase II construction services, in which the CMAR assumes the general contractor role, will commence upon execution of the Phase II Construction Price Amendment, and encompass procurement of subcontractors and vendors, self-performance of certain elements of the construction (where permitted and at the Owner's discretion), and full construction and commissioning. Initially, seven existing reservoirs are identified to be inspected and repaired. The reservoir names and reservoir information are listed in Table 1. All the identified reservoirs are located in the City of Albuquerque and their addresses are shown on the map in Figure 1. Six of the reservoirs are located on the Water Authority gated property where access is not open to the public. The Charles Wells Reservoir is the exception; it is located in Zuni Park and has tennis courts on top of it that are open to the public. The total Owner funding cost for CMAR services (Phase I and Phase II) is currently budgeted at $5M to $8M annually. *The value for this project is based on a financial range.
