Site work and paving for a mixed-use development in Midland, Texas. Completed plans call for site work for a municipal facility; sidewalk / parking lot; and for paving for a sidewalk / parking lot.

Midland County, hereafter called County, invites sealed proposals from interested qualified Vendors, hereinafter called Vendors, for removal and disposal of existing pavement, re-paving and re-striping two of the parking lots at the Midland County Courthouse. The following pages provide general information about the requirements and specifications for the package. Midland County is in need of a vendor who will remove and dispose of existing pavement, repave, and stripe two (2) parking lots at the Midland County Courthouse. This request for proposal ("RFP") is part of a competitive procurement process which provides qualified vendors with a fair opportunity for their commodities and services to be considered, and to provide information concerning their expertise and experience in providing similar services to other customers. The RFP process provides a competitive negotiation platform, wherein price or cost is not the sole determinative factor. This process, designed to best serve the interests of the County, allows the County the flexibility to negotiate with interested, qualified Vendors (following designation by the Commissioners Court, one at a time) to arrive at a mutually agreeable relationship. Questions received after said date and time will not receive a response. Midland County reserves the right to withdraw this RFP at any time and for any reason. Midland County also has the right to terminate its selection process at any time and to reject all responses, or all proposals. Receipt of the proposal materials by Midland County or submission of a proposal to Midland County confers no rights upon the vendor nor obligates Midland County in any manner. Bid date notes: Please submit one (1) original, three (3) copies, and an electronic copy on USB drive of the proposal. An executed copy of the Proposal Affidavit SIGNED AND NOTARIZED (Page 8) must be included in each submission. Please note that if no Proposal Affidavit is included, the response will be rejected. Midland County is exempt from all state and federal taxes. Tax exempt certificates are available upon request. All responses should be submitted in a sealed envelope, marked on the outside, 25MCO653 REPAVING AND RESTRIPING COURTHOUSE PARKING LOTS C AND D Company Name. The location of the two (2) parking lots are shown in the attachment entitled DRAWINGS. Vendor will be responsible for providing all supplies, equipment and labor to re-pave these lots with an asphalt paving. This project is to include removal of current pavement and hauling away all debris. Vendor will also be required to remove parking blocks in LOT C (hauling away all debris) and replace with yellow plastic parking curbs. Midland County will remove parking lot signage poles and picnic tables, but Vendor will be responsible for re-installing parking lot signage poles. Vendor is responsible for all permitting and for meeting City of Midland codes regarding paving of parking lots. Vendor will also be responsible for re-striping the parking spaces. This work will be scheduled on Friday or weekends so as to avoid interruptions during normal business hours at the Courthouse.
