CDBG Sanitary Sewer System Improvements. Each bidder must deposit with his bid, security in the amount, form and subject to the conditions provided in the Information for Bidders. No bidder may withdraw his bid within 60 days after the actual date of the opening thereof. The owner reserves the right to waive any informalities or to reject any or all bids. Wartrace received a planning grant to study an area of its wastewater collection system that isto be improved by this project. The lines are to be cleaned, and rootsin the line cut and removed. The lines will then receive cured-in-place repair and the manholessealed with epoxy coating. The purpose of this project isto reduce the Town of Wartrace's high annual I/I percentage of 86.4%. This project would improve approximately 35% of the collection system in town that has not been rehabilitated since its original installation in the 1950s - 1960s. In order to reduce the amount of overflowsin the sewer collection lines and at the wastewater treatment plant, inflow and infiltration must be reduced. During and immediately after rainfall events, the gravity collection system is inundated by excessive inflow and infiltration. The utilitysuperintendent believesthat leaksin the collection lines have developed near or in the stream crossings which allow large volumes ofsurface water to enter the collection system. To reduce the inflow and infiltration, the Town of Wartrace is proposing to rehabilitate the sewer collection system in accordance with Section 17 of the Tennessee Division of Water Pollution Control's Design Criteria. Bidder hereby agrees to commence work under this contract on or before a date to be specified in written "Notice to Proceed" of the Owner and to fully complete the project within 275 consecutive calendar day thereafter as stipulated in the specifications. Bidder further agrees to pay as liquidated damages, the sum of $ 200.00 for each consecutive calendar daythereafter as hereinafter provided in Paragraph 19 of the General Conditions.
