The work includes: This work shall consist of repairs/modification to the existing concrete spillway to eliminate leakage through and/or around the spillway, which is causing drawdown of the pond during dry periods. This work will eliminate the spillway and replace it with multiple pipes, to allow disc golfers to more easily traverse across this area. Planned work includes removal of the entire concrete spillway, placement of compacted fill due to the pipes being longer than the crest of the spillway, installation of filter fabric withporous granular material under pipes and riprap on upstream and downstream slopes, placement of six 24"x12' HDPE pipes, and fill atop the pipes to the widths and grades shown on the plans. Small trees or brush directly adjacent to the spillway should be removed during the planned construction. All disturbed areas shall be neatly graded, mulched with straw, and seeded with an IDOT Class 1 lawn mixture to establish vegetation. Temporary erosion control methods may need employed during construction due to weather conditions, and these methods shall be included in the lump sum bid price. Each bid must be accompanied by cash, a certified check, bank draft, or a bid bond, duly executed by the bidder as principal and having as surety thereon a surety company approved by the Owner, in the amount of 5% of the bid. Such cash, checks or bid bonds will be returned to all except the three lowest bidders within three days after the opening of bids, and the remaining cash, checks or bid bonds will be returned promptly after the Owner and the accepted bidder have executed the contract, or, if no award has been made within 45 days after the date of opening of bids, upon demand of the bidder any time thereafter, so long as he/she had not been notified of the acceptance of his/her bid. The successful bidder will be required to furnish a satisfactory performance-payment bond in the full amount of the bid or proposal. No bid shall be withdrawn after the opening of bids without the consent of the said Owner for a period of 45 days after the scheduled time of closing bids. The general prevailing rate of wages in the locality for each craft or type of worker or mechanic needed to execute the contract or perform such work, also the general prevailing rate for legal holiday and overtime work, as ascertained by the public body or by the Department of Labor shall be paid for each craft or type of worker needed to execute the contract or to perform such work. A copy of the most recent Illinois Department of Labor Prevailing Wages for Macon County available at the time the Bid Documents were prepared is included therein. The said Village of Forsyth, Illinois reserves the right to reject any or all bids and waive any informalities in bidding.
