City of Fayetteville invites qualified and experienced firms with recent and relevant experience to submit Bids for consideration to contract with City of Fayetteville to provide work for On Call Asphalt as set forth in this solicitation. Firms may express interest and request consideration by submitting bid material to City of Fayetteville as set forth in this Invitation for Bid. The purpose of this request is to solicit unit price bids from qualified contractors for miscellaneous asphalt restoration/patching work for the City of Fayetteville (City). The total amount for each work order request shall be under $30,000.00. The intent of this contract is to establish an on-call contract with the below listed response times: 1. Contractor will be issued a work order from the City of Fayetteville (City). The contractor shall contact the City Inspector within (2) business days of the date the work order was sent to the contractor to notify the inspector of the date that the work shall be performed. 2. The contractor will be required to execute the work in a "continuous" and "uninterrupted" manner from the time he begins the work until completion and final acceptance. The contractor is not permitted to suspend his operation except for reasons beyond his control and/or where the Inspector has authorized a suspension of the work in writing. The City of Fayetteville will not be liable for delays of any nature providing the work is progressing satisfactorily to ensure its completion within the limits set forth in the contract. Should execution of the work for either above reason be discontinued by the Contractor, he shall notify the Inspector at least twenty-four (24) hours before again resuming operations. 3. The completion time for each work order shall not exceed (7) calendar days from the date the work order was sent to the contractor. The work shall be completed and final inspection performed by the City of Fayetteville Inspector within the (7) calendar days. 4. Traffic Control: Traffic control shall be in accordance with current edition of The Manual on Uniform Traffic Control Devices (MUTCD), the North Carolina Supplement to the MUTCD and the project specifications and contract drawings if applicable. Pursuant to 49 C.F.R. Part 26, City of Fayetteville has established a Disadvantaged Business Enterprise (DBE) Program that states "City of Fayetteville shall not discriminate in any manner on the basis of race, color, sex or national origin, and shall take all reasonable steps to ensure that certified Disadvantaged Business Enterprises have the maximum opportunity to participate in the performance of contracts. In conformity with North Carolina State law, it is the policy of City of Fayetteville to encourage and promote the use of minority contractors, physically handicapped contractors, and women contractors in the purchasing of goods and the provision of services. Proposers are encouraged to utilize minority, handicapped and women-owned businesses to the extent possible when assembling its team.
