The City of Alturas is requesting a Statement of Qualifications (SOQ) for architectural and engineering services for the Modoc Community Park Project. The Modoc Community Park Project will be funded with City dollars requiring the Consultant to follow all pertinent local, State, and Federal laws and regulations. There is no DBE goal for this project. Total amount payable to the Consultant is contingent upon the project to be completed with a performance period of the contract from the date approved by the City of Alturas City Council until the project is deemed completed. The proposals submitted in response to this RFQ will be used as a basis for selecting the Consultant for this project. The Consultant's proposal will be evaluated and ranked according to the criteria provided on page 8 of this RFQ. SCOPE OF WORK 1. Inspect swimming pool facility and grounds. 2. Develop a working plan to install the splash pad next to the swimming pool in the area of the toddler pool which will be removed. 3. Design system using geothermal water supply to heat water for the splash pad. 4. Remove any concrete and/or grass to install necessary piping to splash pad. 5. Repair any piping that may be damaged. 6. General concrete repair. 7. Minor miscellaneous repairs contingent upon pool facility inspection. 8. Design and install a kiosk/pavilion, with heavy post and beam construction, to be approved by the Director of Public Works. 9. Kiosk/pavilion shall have eight (8) 120 volt GFCI outlets, evenly distributed, a frost free water supply, LED overhead lighting and an extra conduit for future security equipment. 10. Kiosk/pavilion shall have mounted displays for tourism interpretive/cultural information. 11. Kiosk/pavilion shall be 30'x 45' in size with seating constructed with pavers on the North, South and West sides with the West side being rounded and North & South sides extending to sidewalk entering kiosk/pavilion. 12. Sidewalks constructed of pavers shall be installed from the streets on the north and south leading to the pavilion as well as from the pool facility to the pavilion. 13. A raised wall park border constructed with pavers along the 4th street sidewalk. 14. Install bicycle racks near the pool facility. 15. Install new rolled curb on the street to the North along the length of the property. 16. Install small ADA accessible playground with musical zone within swimming pool/ splash pad fenced facility. 17. Update restroom/shower facilities for ADA compliance.
