Failure to Follow the Entirety of the Solicitation and the Instructions May Make Your Proposal Ineligible for Award. This is a Request for Proposal in Accordance With (Iaw) Far Part 13. Naics Code: 236220 Size Standard: $45 Million Set Aside: Total Small Business Disclosure of Magnitude: Iaw Far 36.204 is Between $100,000 and $250,000. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. . Project Location and Background: This project is located at the Hwy 43 Entry Control Point (ECP) on the Maryland Air National Guard Base (MDANG), Martin State Airport, Middle River, MD 21220. Approximately one year ago, a high-speed vehicle crash rendered the inbound swing gate and several adjacent in-ground bollards inoperable. The current system no longer meets Unified Facilities Criteria (UFC), Antiterrorism (AT)/Force Protection (FP), and operational requirements. . The ECP consists of two existing manual double swing gates--controlling inbound and outbound vehicular traffic--on either side of Guard House Bldg 2000. The inbound swing gate and adjacent bollards require full replacement. . Site Description: This facility always requires security protection. Absolutely no photography of aircraft is permitted. **Due to security conditions, all attendees must register to attend this conference/site visit. Email the WF 113 Base access form for allattendees to 175WG.MSC.Org@us.af.mil General Scope of Work: The contractor shall furnish all labor, materials, equipment, tools, transportation, supervision, and incidentals necessary to: . Remove and replace two damaged manual swing gates with new gates of equivalent design, functionality, and specifications, ensuring compliance with current Unified Facilities Criteria (UFC) standards.; . Replace six in-ground anti-vehicle bollards; . Replace approximately 9 linear feet of damaged perimeter fencing; . Provide bonding and grounding for new gate installations; . Restore any disturbed landscaping or hardscape features; . Trim trees if required to complete the scope of work (with COR coordination and approval); . Ensure continuity of perimeter security throughout construction; . Coordinate traffic and environmental considerations. Demolition and Replacement: . Remove and replace both inbound and outbound swing gates with new equivalent manual swing gates, matching existing dimensions, frame construction, and materials (e.g., galvanized steel), but upgraded to meet all current UFC 4-022-03 height requirements, including the addition of three-strand barbed wire outriggers angled at 45 degrees. . The bottom of the gate shall maintain a maximum clearance of no more than 4 inches from the finished road surface at all points along its length. Gaps between the gate frame and adjacent gate posts or supporting structures shall also not exceed 4 inches in any direction. . Provide shop drawings of proposed gate assemblies, including detailed structural and component specifications. . Remove and replace six damaged in-ground anti-vehicle bollards. Bollards shall meet ASTM F2656 M30/P1 rating minimum (which means they can stop a 15,000 lb. vehicle traveling at 30 mph in less than 1 meter penetration). Bollards shall be embedded in reinforced concrete foundations to a minimum depth of 36 inches and include integrated lockable receptacle caps if removable. . Remove and replace approximately 9 linear feet of decorative anti-personnel fencing to match adjacent fencing aesthetics and structural design.
