Submissions must be presented in a sealed envelope bearing the inscription "Pavement repair work 2025" and the bidder must be clearly identified in it. Only bonds issued by companies licensed as insurers in Canada will be accepted under the tender document. Only tenders submitted by contractors who have ordered tender documents under the same name as their bid will be considered. In the case of a consortium, this requirement is deemed to be satisfied when each party has obtained the said documents. For the purposes of awarding the contract, only tenders from contractors established in Quebec or, where an intergovernmental agreement on market liberalization is applicable, in a province or territory covered by such an agreement shall be considered. Contractors must be licensed under the Building Act
