The City of Tampa is seeking proposals from qualified and experienced firms to provide Professional Engineering Consulting Services for the Department of Solid Waste and Environmental Program Management. The term of the contract is anticipated to be five (5) years, with an optional two (2) year extension, subject to the City's discretion and funding availability. Given the wide-ranging and technical nature of the services required, responding firms must demonstrate multidisciplinary expertise and the ability to integrate engineering, financial, regulatory, and operational insight. The firm will have proven experience supporting complex solid waste operations and facilities, and must possess proficiency in the following core skill sets and disciplines: Mechanical and Electrical Engineering - to support technical assessments of facility systems, perform operational evaluations, and prepare design criteria for capital projects. Environmental and Civil Engineering - to address regulatory compliance, permitting support, and infrastructure planning. Financial and Rate Analysis - to conduct robust f inancial modeling, capital planning, and utility rate studies including 5- and 10-year outlooks. Facilities and Operations Management - to assist with maintenance planning, outage reviews, walkdowns, and performance tracking of the McKay Bay Refuse-to-Energy Facility. Regulatory and Compliance Advisory - to prepare for and respond to evolving environmental regulations such as MACT standards and PFAS requirements. Project Management and Strategic Consulting - to advise the City on contractual, planning, and development matters, including power purchase agreements, electric sales, and facility modernization efforts. The scope of work may vary annually and includes, but is not limited to: _ Conducting third-party engineering studies on departmental buildings, facilities, and operations; _ Supporting budget development, rate analysis, and capital forecasting; _ Providing detailed assessments of facility condition and performance metrics; _ Performing quarterly facility inspections and developing capital improvement plans; _ Monitoring and advising on outages, maintenance, and operations; _ Tracking operational data and preparing regular performance reports; _ Assisting with permitting, compliance, and regulatory readiness; _ Participating in City meetings and providing technical representation; _ Advising on contractual and financial matters related to facility operations; _ Assisting with capital project planning, design support, and implementation oversight; _ Performing other related engineering and consulting services as needed by the Department. Firms are encouraged to submit a comprehensive proposal that demonstrates the depth of their experience, qualifications of key personnel, and a clear understanding of the City's needs. Submissions should reflect an integrated approach to managing technical, financial, and operational challenges in a public-sector solid waste environment. Proposals must adhere to the submission guidelines provided in the full RFP documentation. The engineering consulting services will vary year-to-year based on the City's available budget and specific requests. The estimated annual fee for services is not to exceed $400,000.
