Any change in the RFP will also be posted online as an addendum. It shall be the respondent's responsibility to check online prior to the opening date to verify whether any addendums have been posted. Develop, construct, operate and maintain signs on County-owned real property located along state highways and/or major arterial street traffic corridors. Some properties may be additionally regulated by authorities other than El Paso County. Develop, construct, operate and maintain signs on and within County-owned facilities, including buildings facades, rooftops, or indoor wall mounts and kiosks. Some properties may be additionally regulated by authorities other than El Paso County. The proposals submitted in response to this Request for Proposal (RFP) must conform to the terms, conditions and specifications described hereafter. After receipt of responses to the RFP, review thereof, and selection of a firm(s) as the owner/operator of the signs, the County will negotiate and prepare an agreement with the proposed operator(s) for the development, construction, operation and maintenance of the sign(s) on County property. Thereafter, the agreement will be presented to the El Paso County Commissioners' Court for final approval.
