Site work and paving for a mixed-use development in Havelock, North Carolina. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.

Bids on contracts for construction or repair work in the formal bidding range must be accompanied by a bid bond or deposit in the amount of not less than 5 percent of the bid. Bid bonds shall be enclosed in a separate envelope and attached to the outside of the sealed bid package. This security is held by the City of Havelock to guarantee that the successful bidder will execute the contract and provide performance and payment bonds if required. If a bidder backs out of his or her bid or refuses to enter into a contract, the City of Havelock may retain the bid deposit or seek payment under the bid bond. Bids will be considered incomplete if not accompanied by a bid bond or deposit. The bids are good for 75 days after opening. The winning bidder will be issued a Notice To Proceed (NTP) along with a Purchase Order. The performance period is 90 calendar days from the NTP. The City of Havelock reserves the right to reject any or all proposals and to purchase items from the state contract in the efforts to award the contract to the bidder it deems to be for the best interest of the City. Question Deadline 08/29/2025 at 2:00 PM ET For questions in regards to the bid specifications, the City requires and only responds to questions submitted in writing and sent via email to: Bids@havelocknc.us he sewer main to be replaced is an 8" PVC SDR 35 Gravity Sanitary Sewer Service at a depth of approximately 13'. The replacement of the Gravity Sanitary Sewer Service shall include the replacement of approximately 420' of 8" PVC SDR 35 Gravity Sanitary Sewer Main Pipe, contractor to verify. There are nine service laterals entering the 8" Gravity Sanitary Sewer Service, the deepest depth being approximately 13', see figure 2. Each service lateral shall be rebuilt a minimum of 6' back into the service. The contractor shall abide by all OSHA standards, including Shoring Safety. The Safety Shoring shall be designed for worker safety and to eliminate any undermining and excavation growth. Within the contractor's quote there shall be a cost itemization sheet breaking out cost for each portion of the project, such as but not limited to mobilization, traffic control, bypass pumping, sewer main line repair, dewatering, safety shoring, fill material, and pavement restoration, see figure 7 for the itemization sheet. The nine laterals within the 420' of Gravity Sanitary Sewer Main to be replaced are the services from 310 - 318 McDonald Blvd. The service laterals shall be rebuilt 6' from the Gravity Sanitary Sewer Main Line. See figure 2 for lateral locations. All traffic control, bypass pumping, dewatering, pavement restoration, concrete restoration shall be the responsibility of the contractor and shall follow all specifications within this Scope of Work. During the course of this project all driveways shall remain accessible to residents. The asphalt utility cut shall be approximately 5,040 square feet, 420' X 12'. The concrete restoration shall include a minimum of four concrete driveway aprons which are approximately an average of 250 square feet each, see figure 4. Additional concrete aprons or concrete sidewalks which are damaged during the course of this project shall be the responsibility of the contractor to replace before the completion of the project. Asphalt Pavement and Concrete Apron restoration must follow the specifications for asphalt and concrete restoration. See sections 9 & 10 and figure 3 & 4. 1. Gravity Sanitary Sewer Main Replacement and Lateral Repair. a. Contractor shall notify NC 811 for utility locations prior to any excavations. Any utilities damaged during the course of this project will be repaired at the contractor's expense. b. Contractor shall adhere to all section specifications within this Scope of Work including but not limited to Dewatering, see section 2, Bypass Pumping see section 7, Traffic Control see section 8, and Site Restoration see section 11. c. Plans for Dewatering, Bypass Pumping, Safety Shoring, and Traffic Control must be submitted to the City of Havelock for approval before the project is to begin. d. All traffic control shall be in place prior to beginning this project. Driveways shall remain accessible for all residents during the course of this project. e. Excavate 24" deeper than the current 8" PVC SDR 35 Gravity Sanitary Sewer Main. The current depth of the 8" PVC SDR 35 Gravity Sanitary Sewer Main is approximately 13'. f. The bedding for the replaced 8" PVC SDR 35 Gravity Sanitary Sewer Main shall be 24" of #57 stone. See figure 5. g. Place #57 stone to 12" above the top of the replaced 8" Gravity Sanitary Sewer Main Line and compact to 98% standard proctor in 8" lifts. h. Excavate 12" deeper than the current 4" Schedule 40 PVC Gravity Service Lateral. The current depth of the 4" Schedule 40 PVC Gravity Service Lateral is approximately 13'. i. The bedding for the rebuilt service laterals shall be 12" of #57 stone. j. Each of the nine service laterals shall be rebuilt from the 8" Gravity Sanitary Sewer Service a minimum of 6' back into the service lateral. k. Place #57 stone to 12" above the top of the rebuilt 4" service laterals and compact to 98% standard proctor in 8" lifts. l. Fill the excavation with ABC Stone or select fill material, compacting to 98% standard proctor in 8" lifts. m. Connections from the new 8" Gravity Sanitary Sewer Main Line into the MD-6 and MD-7 manholes shall include new Manhole Boot Connectors and shall be grouted utilizing a high strength non-shrinking grout, both inside and outside of the manholes. n. All disturbed grass shall be restored as soon as construction is complete with grass sod. Sod type shall match existing grass in maintained areas. Follow the NC DEQ Erosion and Sediment Control Manual for type or as directed by City of Havelock representative. o. All asphalt and concrete driveway restoration shall be completed within City of Havelock Specifications. See sections 9, 10, and figure 5 & 6 for Pavement and Concrete Restoration. p. Minimum width of all utility cuts shall be from the shoulder of the road to the center line of the road. If the utility cut extends beyond the center line of the road the entire width of the road shall be repaved as the utility cut. See figure 6. The successful bidder, within 14 calendar days after the notice of award is received by them shall provide the City with a payment bond and performance bond in an amount equal to 100 percent of the amount of the contract. All bonds shall be in conformance with G.S. 44A-33. The corporate surety furnishing the bonds shall be authorized to do business in the state.
