Reference Number 00004623137 BC Parks is inviting proposals for an Implementation Contractor to oversee wildfire risk reduction hand treatments (with machine assistance if proposed by Treatment Contractor) in Dragon Mountain Park – TU2C (13.9 ha). The objective of treatment is to reduce the risk of wildfire impacting adjacent critical infrastructure (BC Hydro powerlines) that dissect the park, as well as the park’s natural, cultural, and recreation values. The services required include, but are not limited to: providing oversight of fuel management treatment carried out by the Treatment Contractor, working with the Treatment Contractor to ensure treatment is being carried out as prescribed in the approved Dragon Mountain Park TU2 prescription, ensuring work meets quality standards and specifications by completing quality monitoring inspection plots and other quality surveying, collecting RESULTS data collection as per Wildfire Risk Reduction guidelines, reporting on overall treatment progress, quality inspections, surveying and payment plots to Ministry Representative recommending payment for Operational Treatment to Ministry Representative, attending field- and/or office-based meetings throughout the contract term, as determined by the Ministry Representative, working on-site in potentially inclement weather. The Implementation Contractor must be a forest professional, registered and in good standing, with Forest Professionals BC practicing within their scope. Treatment includes tree thinning and pruning, surface fuel reduction, and treatment debris disposal by pile burning (completed concurrently with treatment where conditions allow) or other methods that are proposed. Machine use (if proposed by Treatment Contractor) must occur on frozen ground to maintain soil disturbance targets and other prescribed treatment targets. Other services, such as Certified Utility Arborist services and Qualified professional bird surveys may be required to be completed by the Treatment Contractor, subject to Worksafe requirements and Ministry approval.
