The Gulfstream project consists of removing approximately 20 cubic yards of concrete rip rap and paving, installing approximately 265 linear feet of 24-inch polypropylene pipe, placing approximately 395 square yards of sodding, placing approximately 230 cubic yards of borrow, and brick/grout annular space between pipe connections. The Northampton project consists of excavating approximately 15 cubic yards of material, placing approximately 85 square yards of sodding, removing and replacing approximately 11 feet of wooden fence and protecting existing trees within proximity to the construction zone. Proposals must be accompanied by a certified check upon some responsible bank of the State of Texas or a bid bond from a Surety Company holding a permit in the State of Texas in the amount of 10% of the bid. The amount of said check or bond will be forfeited to the Owner and the bank or surety shall be liable to the Owner for the amount in the event the successful proposer shall fail or refuse to enter into a contract or furnish bonds as hereafter required. The successful proposer must furnish a performance bond and a payment bond on the forms provided, each in the amount of 100% of the contract price from a Surety Company holding a permit in the State of Texas and approved by the Federal Government. The City reserves the right to reject any and all CSPs, award parts of bids and to waive informalities in submission of CSPs. A. Furnish all labor, supervision, tools, equipment and materials per drawings and specifications to complete the required work. Provide all necessary equipment, connections and special items necessary to accomplish the work shown or specified even if such items are not specifically specified or shown on the drawings. Install all items provided in accordance with the specifications, the manufacturer's recommendations and the best practices of the trades involved. B. Assume full responsibility for the means, methods, techniques, sequences, and procedures of construction to complete the project. Implement all safety measures and precautions per governing regulations, incidental to the related works. Provide, connect, test and supervise the installation of the equipment specified under the direct supervision of qualified personnel. 1.2 DESCRIPTION OF WORK A. The following paragraphs describe the major components of the work to be completed under this Contract. This list shall not be construed as all-inclusive and shall not waive the Contractor's responsibility to provide all necessary components of the project, either stated or implied, in full accordance with the drawings and specifications. 1) Mobilization (Item 1) Measurement will be paid for by the "Lump Sum". Unit price shall include payment bond, performance bond, required insurance. Payment will be made in accordance with specification 100-20. Provide cost breakdown as listed in specification. Limit mobilization bid to maximum 5% of proposal total. A. Insurance, bonds, permits etc. - payment will be made upon presentation of a paid invoice for the payment bond, performance bond, and required insurance. The combined payment for bonds and insurance will be no more than 10% of the mobilization lump sum or 1% of the total Contract amount, whichever is less. B. Mobilization of labor & equipment, preparatory works etc. - payment will be made once labor & equipment has been mobilized for preparatory tasks. C. Onsite health and safety setup - Payment will be made upon verification of facility setup related to onsite health and safety. Daily reports are required. D. Surveying and staking - payment will be made upon verification of ROW/Easement, alignment staking. Daily reports are required. E. Submittals and Scheduling - payment will be made upon verification of receipt of schedules and product data submittals. F. Project sign installation - payment will be made upon verification of project sign installation. 2) Wood Composite Fence (Item 2) This section shall govern labor, materials, equipment and installation of composite fencing. The removal and disposal of the existing fence is considered incidental to this specification. Wood Composite fence will be measured and paid by the linear feet. Unit price is full compensation for staking, excavation for post foundations, minor grading, and labor, equipment, tools and incidentals. 3) Sand Backfill (Item 3) This item specifies furnishing, placing, manipulation, compacting and completing in place, Sand as a bedding and backfill material for water and sewer lines, as construction fill for certain excavation areas, as construction fill for ruts, holes and other similar conditions; as a fill material for project clean-up. Sand for utility bedding & backfill will be incidental to the related items. 4) Cement Stabilized Sand (Item 4) This section shall govern furnishing all labor, materials, tools, equipment and supervision to install cement stabilized sand for backfill. Cement stabilized sand for storm sewer bedding and backfill or where not shown as separate pay item, will be incidental to the related work items. 5) Sodding for Erosion Control (Item 5) This section shall govern requirements for furnishing and installing grass block sod and necessary watering to promote vegetation. Sodding will be measured by the squared yard complete in place. Unit price is full compensation for furnishing sod and installing sod, materials, including watering, fertilizing, labor, equipment, tools, and incidentals. Watering and fertilizer will not be paid for directly but will be subsidiary to this item. 6) Polypropylene Pipes (Item 6) This section shall govern the provisions for furnishing all materials, equipment, superintendence, labor and performance of all operations in connection with the installation of Polypropylene (PP) Dual Wall Pipes for use in gravity-flow storm drainage systems, excluding sanitary sewer systems. Applications shall be in strict accordance with the requirements and test methods of the following ASTM Standard Specifications. Polypropylene storm sewer pipes will be measured by the linear foot along the centerline alignment of the pipe between inner walls of structures at each end. Unit price is full compensation for constructing, furnishing, transporting, placing, and joining pipes; shaping the bed; bedding & backfill, cutting pipes on skew or slope; connecting to new or existing structures; removing, and disposing of portions of the existing structure; replacing portions of the existing structure; cutting pipe ends on skew or slope; and equipment, testing, labor, equipment, tools, and incidentals. 7) Preparing Right of Way (Item 7) Install tree protection for trees designated for preservation. Unless otherwise shown on the plans, install tree protection along the drip line of the trees using 4-ft. tall chain link fencing with line posts no more than 10 ft. apart. Install tree protection before beginning work. Installation will be paid for as "Tree Protection (Install)." This price is full compensation for furnishing and operating equipment and for labor, materials, tools, and incidentals Removal will be paid for as "Tree Protection (Remove)." This price is full compensation for furnishing and operating equipment and for proper disposal, labor, materials, tools, and incidentals. Installation and removal of tree protection will be paid for by "each" tree being protected. 8) Removing Concrete (Item 8) Break, remove, and salvage or dispose of existing hydraulic cement concrete. The work performed and materials furnished in accordance with this Item and measured as provided under "Measurement" will be paid for at the unit price bid for "Removing Concrete" of the type specified. This price is full compensation for breaking the concrete; loading, hauling, and salvaging or disposing of the material; and equipment, labor, tools, and incidentals. 9) Excavation (Item 9) Excavate areas as shown on the plans or as directed. Remove materials encountered to the lines, grades, and typical sections shown on the plans and cross-sections. Excavation will be paid for by the cubic yard. This price is full compensation for authorized excavation; drying; undercutting subgrade in rock cuts and reworking or replacing the undercut material; hauling; disposal of material not used elsewhere on the project; scarification and compaction; and equipment, labor, materials, tools, and incidentals. 10) Embankment (Item 10) Furnish, place, and compact materials for construction of roadways, embankments, levees, dikes, or any designated section of the roadway where additional material is required. Embankment will be paid for by the cubic yard. This price is full compensation for furnishing embankment; hauling; placing, compacting, finishing, and reworking; disposal of waste material; and equipment, labor, tools, and incidentals 11) Temporary Erosion, Sedimentation, and Environmental Controls (Item 11) Install, maintain, and remove erosion, sedimentation, and environmental control measures to prevent or reduce the discharge of pollutants and protect environmental resources in accordance with the Stormwater Pollution Prevention Plan (SWP3) and environmental layout shown on the plans. Comply with Texas Pollutant Discharge Elimination System (TPDES) Construction General Permit (CGP) TXR150000 requirements. Control measures are defined as Best Management Practices (BMPs) used to prevent or reduce the discharge of pollutants and measures to protect environmental resources. Control measures include, but are not limited to, rock filter dams, temporary pipe slope drains, temporary paved flumes, construction exits, earthwork for erosion control, pipe, construction perimeter fence, sandbags, temporary sediment control fence, biodegradable erosion control logs, vertical tracking, temporary or permanent seeding, and other measures. Erosion and sediment control devices must be selected from the Erosion Control Approved Products List. Perform work in a manner to prevent degradation of receiving waters, protect environmental resources, facilitate project construction, and comply with applicable federal, state, and local regulations. Ensure the installation and maintenance of control measures are performed in conformance with the manufacturer's or designer's specifications. Provide temporary sediment control fence near the downstream perimeter of a disturbed area to intercept sediment from sheet flow. Incorporate the fence into erosion control measures used to control sediment in areas of higher flow. Install the fence as shown on the plans, in accordance with this Section, or as directed. Installation or removal of temporary sediment control fence will be measured by the foot.
