Reference Number 0000390573 MSHDA's CDBG Housing Improving Local Livability (CHILL) Program The City of Manistee has received a $500,000 CDBG CHILL Grant # HRI-2024-82-LEG to rehabilitate and preserve owner-occupied single-family homes for income-qualified households earning at or below 80% of the Area Median Income. The program will benefit at least 51% low- to moderate-income residents. Eligible expenses include necessary interior and exterior improvements to meet code--such as roof, siding, window, plumbing, electrical, mechanical, and insulation work--but exclude purely cosmetic upgrades. Bids are requested for the rehabilitation of 13 homes within Manistee; contractors may submit bids for all or select addresses. All flashing, drip edges, and vent boots to be replaced. Contractors must be licensed and insured to operate in Michigan. Warranty: Minimum 30-year manufacturer warranty on shingles . Windows Findings: Multiple windows show failed seals, rot, or broken panes, contributing to energy loss, water intrusion, and possible mold or pest ingress. Specification Requirements: Remove and dispose of existing windows. Contractor to provide the manufacture and model of window. Provide and install new double-pane, energy-efficient windows (Energy Star rated for Michigan zone). To include interior and exterior trim. All windows to meet local and state code requirements for egress and safety. Flashing and insulation around frames to be installed per manufacturer and bid guidelines (psu.edu). Warranty: Minimum 10-year warranty on materials and 2-year labor warranty. All work to comply with OSHA safety regulations 3. Water Heater Findings: The current water heater is outdated and inefficient, possibly non-compliant with current codes, and at risk of failure (risk of water damage or safety incident). Specification Requirements: Remove and dispose of existing water heater per local disposal/environmental standards. Furnish and install new Energy Star-rated water heater sized appropriately for the building. All work must comply with Michigan Plumbing Code, manufacturer's installation instructions, and local inspection requirements (obparks.org). Licensed plumber required for installation. Warranty: Minimum 6-year manufacturer warranty on tank and 1-year labor warranty.
