The Village of Gowanda, New York is issuing this Request for Qualifications for procurement of a qualified engineering firm to assist with a range of engineering tasks including the evaluation, study, design, environmental review, permitting, coordination with various agencies and construction related services to complete water system improvements as requested by the Village. The selected engineer would also be available to assist Village personnel with various other engineering tasks and questions as the need arises. The Village has a range of tasks including, but not limited to, the evaluation of various system deficiencies as well as possible improvements to its wells, Point Peter reservoir, and distribution system and piping improvements throughout the Village. As a first step in the planning process, the Village is interested in securing an engineering firm to prepare an initial engineering report detailing needed system improvements and preliminary cost estimates in anticipation of NYS EFC loan and grant funds, WIIA grant, and possible USDA RD loan and grant funding. The Village has pressing water quality improvement needs and plans to authorize the selected engineer(s) to proceed with this study immediately. The Village of Gowanda is located in Erie and Cattaraugus County, NY. The population was 2,513 according to the 2020 census. The village is partly in the Town of Collins in Erie County and partly in the Town of Persia in Cattaraugus County. Bordering Gowanda is the Cattaraugus Reservation. Findings of an initial engineering report will allow the Village to initiate a planning process that will result in follow-up implementation of plans to address critical infrastructure needs. The report will support the Village's future efforts to prepare funding applications. The report must follow current EFC and USDA RD Engineering Report guidelines. Other projects referenced in this RFQ will be authorized as needed and may be funded with NYS and/or Federal loan and grant funds. All project bidding, construction administration, and inspection/closeout activities associated with these projects will be performed in accordance with NYSEFC, Community Development Block grant, USDA Rural Development and/or other State and/or Federal requirements and regulations. The Village, utilizing a qualifications-based process, plans to select a consulting engineering firm licensed in the State of New to complete the initial study and other projects as the need arises. Notwithstanding anything to the contrary contained herein, the Village reserves the right to take any of the following actions in connection with this RFQ: amend, modify or withdraw this RFQ; waive any requirements of this RFQ; require supplemental statements and information from any respondents to this RFQ; award a contract to as many or as few or none of the respondents as the Village may select; to award a contract to entities who have not responded to this RFQ; accept or reject any or all proposals received in response to this RFQ; extend the deadline for submission of proposals; negotiate or hold discussions with one or more of the respondents; permit the correction of deficient proposals that do not completely conform with this RFQ; waive any conditions or modify any provisions of this RFQ with respect to one or more respondents; reject any or all proposals and cancel this RFQ, in whole or in part, for any reason or no reason, in the Village's sole discretion. The Village may exercise any such rights at any time, without notice to any respondent or other parties and without liability to any respondent or other parties for their costs, expenses or other obligations incurred in the preparation.
