Renovation of a parking garage in Rock Hill, South Carolina. Completed plans call for the renovation of a parking garage.
**As of August 22nd, 2025, this project has not yet been awarded. A timeline for the award has not yet been established.** The City of Rock Hill, South Carolina (City) is seeking competitive bids from qualified companies to provide the City with maintenance on the Black Street Parking Deck located in Downtown Rock Hill. Question Deadline 08/06/2025 at 4:00 PM ET Should the Company have questions, find discrepancies in the plans and/or specifications, or be in doubt as to the meaning or intent of any part thereof, the Company shall request clarification from the City via the eProcurement Portal Work Schedule A. All work should be completed within 90 days of contract execution. Any work not completed within that time frame will be subject to liquidated damages in the amount of $100 per day. Acts of God or weather conditions will be taken into consideration before fines are enforced. B. The liquidated damages are not a penalty but are for damages resulting to the City since the actual damages would be difficult or impossible to ascertain. Time is of the essence. C. The contractor is responsible for the cleanup of the site at the end of each workday and at the completion of work. D. All work must be coordinated with an authorized member of the City staff. Work may be completed at the parking deck seven days/week between 7:00 am and 5:00 pm unless circumstances, such as scheduled events, dictate otherwise. 1. The work will have to be completed in phases in order to maintain the traffic and parking function of the Deck. The contractor shall coordinate with City staff to determine the work area of each phase. The contractor will allow City staff sufficient time to distribute notice of the phasing plan to the relevant users of the Deck. The contractor is responsible for all traffic control to isolate work areas and maintain traffic flow through the Deck. 3.3. Safety Measures A. The contractor shall employ only such workers as are skilled in the tasks to which they are assigned. The City reserves the right to require the contractor to remove and/or not to assign any employee the City deems incompetent, careless, insubordinate, or otherwise objectionable to working on City projects. B. All personnel shall be equipped with Personal Protective Equipment as required by safety standards provided by the contractor. Personnel shall have all tools needed to perform the duties of each held position. C. All work should be conducted according to OSHA standards and regulations. D. The contractor assumes all risk for the safety of its workers and the general public or City employees in and around the work zone. E. Securing materials and tools is the responsibility of the contractor. Additional Notes A. The contractor will be responsible for repairing all property damage caused by their work. If the contractor fails to take corrective actions, the City reserves the right to withhold payment until damages are corrected or to correct damage and invoice the contractor for cost incurred. If property damage is unavoidable and completion of work justifies such risk, the contractor shall notify the project manager for approval prior to commencing work. Work shall not commence until satisfactory arrangements have been made between the City and all affected property owners. B. It is strongly advised that the contractor document all existing conditions via photos or videos before mobilization of tools and equipment to the site. C. All materials should be supplied by the contractor unless otherwise noted. D. Materials and workmanship should include all applicable manufacturers' warranties and a minimum of a 1-year warranty from the general contractor unless otherwise specified in the project documents. E. The contractor is responsible for securing any necessary building permits. F. The contractor is responsible for the removal and disposal of any and all materials that are demoed as part of the work. G.
