The Madison County Executive Airport Authority is hereby soliciting statements of qualifications and experience from airport engineering consultants for a Professional Services Agreement at the Huntsville Executive Airport. The terms of the Agreement may extend for a period of up to five (5) years and include multiple projects. Subject to receipt of Federal and/or State matching funds, these projects may include the following: Hand Acquisition Services 2.Taxiway Construction 3.Terminal Access Road 4.Runway Safety Area (RSA) Improvements 5.Apron Rehabilitation 6.Hangar Projects /.Lighting and NA VAIDs 8.Pavement Crack Seal or Pavement Maintenance 9.Approach Clearing W.Fencing 11.ALP Update 12.Wildlife Abatement Program 13.Environmental Assessments 14.Drainage Improvements Required services include but are not limited to planning, environmental, design, surveying, bidding/award, construction administration and inspection for projects funded under the FAA Airport Improvement Program. Fee information will not be considered in the selection process and must not be submitted with the statement of qualifications. Selection Criteria will include: recent experience in airport projects, capability to perform all aspects of project, reputation, ability to meet schedules within budget, quality of previous airport projects undertaken, interest shown, and firm's proximity to project site. Firms should indicate their interest in providing the requested services by submitting five (5) copies of their Qualifications Statement. 1 )Qualifications and competence of the firm. Provide firm biography and history of the firm's aviation services business. (25%) 2) Firm's experience in the type of services being sought. List recent experience in airport projects comparable to proposed projects. Firms should provide the name, address and telephone number of the contact person for a minimum of three similar multi-year assignments. (30%) 3) Capability of the firm to perform the service desired within an acceptable time frame. List key project personnel's professional background, experience and workload. Identify those individuals to be assigned to the project, who at the time of submission, resides at the location to perform the work. Show permanent office location of all other key personnel and show history of successful on time and on budget project performance. (20%) 4) Firm's familiarity with and proximity to the geographic location of the projects. Indicate office location where work will be performed. (20%) 5) Evaluation of firm's EEO Policy and past performance meeting professional Services DBE goals. (5%) Following receipt of submittals, the Statements of Qualifications will be reviewed and evaluated. The Madison County Executive Airport Authority will select the firm that it feels is most qualified to provide the required services. The Madison County Executive Airport Authority reserves the right to waive any informality in the submitted Statement of Qualifications, to reject any and all Statements of Qualifications or re advertise for additional Statements of Qualifications. The method of Contractor Selection has not been Determined at this time.
