The Victoria County Commissioner's Court will receive bids for the Northside Road Reconstruction Project. Bids are invited for several items and quantities of work as follows: 1. Scarify existing asphalt roadway, provide new base material, cement treat existing/new flex base and resurface with underseal and two course surface treatment. A bid bond in the amount of 5 percent of the bid issued by an acceptable surety shall be submitted with each bid. A certified check or bank draft payable to the Victoria County or negotiable U.S. Government Bonds (as par value) may be submitted in lieu of the Bid Bond. All questions shall be directed to the Engineer by July 30, 2025. All contractors and subcontractors must be cleared (not suspended or debarred) prior to any formal action authorizing the award of a contract to the contractor. Minority Business Enterprises, Small Business Enterprises, Women Business Enterprises, Section 3 Businesses, and labor surplus area firms are encouraged to submit bids. Victoria County reserves the right to reject any or all bids or to waive any informalities in the bidding. Bids may be held by the Victoria County for a period not to exceed 60 days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidder's qualifications prior to the contract award. The estimated construction budget for this contract is $743,000 (Base Bid). Bid Sheet shall be attached to and shall be part of the complete Contract Documents. Description references TxDOT Specifications to be used. The Base Bids for Victoria County and the City of Victoria are shown separately for funding purposes only. Bid prices by bidder shall be identical for all identical bid items on each respective base bid. Different prices bid for identical bid items may be cause for rejection of the bid. Failure of the Contractor to fully complete the Project within the Contract Time, including any extensions granted, shall entitle the Owner to deduct from the money due to the Contractor, the amount of $500.00 (Five-hundred dollars) for each calendar day of delay in completion of Work, not as a penalty but as liquidated damages, based on a reasonable estimate of the added expense for supervision, and the loss of anticipated use of the completed project.
