Question Deadline 09/03/2025 at 6:00 PM PT The Marvin E. Crist Aquatics Facility is located within the City of Lancaster, County of Los Angeles, State ofCalifornia. The project site will be located along 10th Street West between Avenue K-8 and Avenue K-15, east of Sgt. Steve Owen Memorial Park. The Project site is located within the boundaries of the Parkway Village Specific Plan, can be characterized by relatively flat topography and low-density shrubbery, and includes two vacant parcels (APN's 3128-004-013 & 3128-004-903) and one developed parcel (APN 3128-004-902), currently occupied by an auto repair shop. The site has existing utility infrastructure within its street frontage, including a 12 Los Angeles County Sewer Mainline and a 12 City ofLancaster recycled water line, both ofwhich run along 10th street West. The selected Project Team shall prepare documents, reports and plans, specifications and estimates in accordance with all applicable City standards. The selected Project Team will also be responsible for obtaining approval and all permits required for construction, including but not necessarily limited to, the Los Angeles County Public Health Department, Los Angeles County Sanitation District, Southern California Edison (SCE), Los Angeles County Fire Department, City of Lancaster Building and Safety, City of Lancaster Development Engineering, Division of State Architect (DSA), and any other permits and requirements that may be needed for certificate of occupancy and operation ofthe facility. As part ofthis scope, the selected Project Team will also be responsible for reviewing the current conceptual design that is provided in Exhibit 1 and providing value engineering to produce a revised design to fit within the established project budget. The successful Project Team shall consist of a Design Branch and a Construction Branch and shall build on previous work to complete all tasks described herein. Perspective Project Teams shall take into consideration that the notice to proceed forthe construction phase shall be issued six (6) months after the notice to proceed for the design phase. The design and construction phases shall run concurrently thereafter. Final modifications to the agreed project scope will be negotiated with the successful Project Team as needed. The City expects to accomplish all work associated with the project within the established budget of $72,000,000. The city of lancaster (city) is soliciting qualifications and proposal from qualified design-build entities to provide design-build services related to the design and construction of renovations to the marvin e. Crist aquatics facility. This project is utilizing a best-value design-build procurement method whereby the city will establish a stipulated sum for the design-build contract; the city expects to accomplish all work associated with the project within an established budget of $72,000,000.00. The successful project team must be aware of the budget limitations and be able to provide a clear plan for completing the required work that meets the project's goals within the project budget constraints. Substitution of securities for any monies withheld by the city of lancaster to ensure performance under this contract will be permitted in accordance with section 22300 of the state of california public contract code. Crist aquatics facility will be a new aquatics facility with a new proposed building of a total area of 520,300 sf, in addition to a parking lot, outdoor plaza and event space, and pedestrian bridge . Given the high desert climate often creates high winds and extreme temperatures, the city is proposing a state-of-the-art aquatic facility to enhance the quality of life and improve the health of its residents. The marvin e. Crist aquatics facility will be a facility that caters to not only the local residents of the city of lancaster but also to the broader region, promising to elevate the quality of life and foster community engagement through aquatic sports and recreational experiences. The proposed aquatic amenities for the marvin e. Crist aquatics facility include an olympic-size competition swimming pool, olympic dive pool, exercise pool, therapy and exercise pool, and a splash pad. The proposed administrative amenities include a lobby/check-in area, staff observation room, dressing/restroom facilities, instructional classrooms, meeting spaces, multi-purpose rooms, and the installation of ffe.
