Reference Number 0000298418 Question Acceptance Deadline 2025/08/14 10:00:00 AM EDT The work covered by this specification concerns Île aux Bœufs (East 318471.82 North 5074512.32), an island in the Verchères archipelago located in the center of the St. Lawrence River, approximately 20 km downstream from the tip of the island of Montreal and 2 km upstream from the Contrecœur port terminal expansion project. The scope of work includes the construction of submerged structures and the development of submerged aquatic plant beds on the riverbed. More specifically, the planned structures include: A deflecting dike and submerged breakwaters. These rockfill structures will have a crest elevation of 4.2 meters (CGVD28), making them submerged by approximately 1 meter of water under average river flow conditions. The installation of a 0.20 meter thick granular substrate on the coastline between Île aux Bœufs and the structures. This substrate will be composed of sand, gravel and pebbles with rounded and washed edges, with a grain size ranging from 2 to 175 mm (D50 of 27 mm). The presence of rounded edges and interstitial voids will facilitate the anchoring and spreading of the rhizomes and roots of Vallisneria. The underwater planting of American Vallisneria (Vallisneria Americana) in pairs of linear furrows (approximately 9,920 linear meters of furrows in total, or 4,960 meters of pairs of furrows). These furrows will accommodate 4,960 fascines, each containing approximately 10 Vallisneria plants, for a total of 49,600 plants. The work to develop the habitats on Île aux Bœufs is planned for a period of three (3) years, with an optional year, extending from the first half of October 2025 to August 31, 2027, with 2028 as an optional year. This schedule includes the following phases: Year 1 (2025): The first year will be dedicated to the construction of the structures and the initial installation of the substrate. The mobilization and installation of the construction sites are planned from the first half of October 2025 to December 12, 2025. Mobilization is generally planned from September 2025. The supply of various granular materials (rockfill and SGP) must be completed between October and December 12, 2025. The creation of buffer reserves of materials at the quarry is scheduled to begin in September 2025 for rockfill and in mid-October 2025 for the SGP. These reserves will have to be gradually integrated into the site's supply before December 12, 2025. Years 2 and 3 (2026 and 2027): The following two summer seasons will be mainly devoted to Vallisneria plantations. Optional Year 4 (2028): An optional planting season.
