Site work for a civil project in Alpine, Wyoming. Completed plans call for site work for a water / sewer project.
The project consists of construction of a 10,000 gallon concrete storage tank, booster pump station and building, submersible well pump installation,4-inch transmission line piping and appurtenances. The work to be performed under this project shall consist of furnishing all labor, materials and equipment required to construct the facilities and features called for by the CONTRACT DOCUMENTS and as shown on the DRAWINGS. Each Bid Must Be Accompanied by a Bid Bond Payable to the Owner for Five Percent (5%) of the Total Amount of the Bid. Contract Security in the Form of a Performance Bond and Payment Bond Shall Be Provided Pursuant to W.s. 15-1-113(D) and 16-6-112. The Contract Security Shall Be 100% of the Contract Amount Pursuant to W.s. 15-1-113 (D) and (F). Pursuant to W.s. 16-6-106, "preference is Hereby Given to Materials, Supplies, Agricultural Products, Equipment, Machinery and Provisions Produced, Manufactured, Supplied or Grown in Wyoming, Quality Being Equal to Articles Offered by the Competitors Outside of the State". Use of American Iron and Steel requirements as contained in Section 436 of H.R. 3547, The Consolidated Appropriations Act, 2014, and as updated and revised in America's Water Infrastructure Act of 2018 (AIS) apply. See SRF requirements section of the Specifications for additional information. The Prevailing Rate of Wages, as Determined by the U.s. Secretary of Labor, in Accordance With the Davis-bacon Act, Shall Be Paid for Each Craft or Type of Labor Needed to Perform the Contract. This is Also an Equal Employment Opportunity (Eeo) Project. Bidders on This Project Will Be Required to Comply With the President's Executive Order No. 11518, 11246, and 11375, As Well as Other Federal Regulations Indicated in the Contract Documents. Qualified Disadvantaged Business Enterprises (DBEs) are encouraged to submit bids on this project. Bidders that use a subcontractor(s)/supplier(s) are required to make good faith effort at soliciting DBE subcontractor/supplier participation. Bidders shall submit the required DBE Good Faith Effort Documentation form and other related forms with their bid. Pursuant to W.S. 16-6-102, if the contract is to be awarded, it "shall be let to the responsible certified resident making the lowest bid if the certified resident's bid is not more than five percent (5%) higher than that of the lowest responsible nonresident bidder." For All Further Requirements Regarding Bid Submittal, Qualifications, Procedures, and Contract Award, Refer to the Instructions to Bidders That Are Included in the Bidding Documents. Final Payment will not be made until conditions and requirements of W.S. 16-6-116, 16-6-117, and 15-1-113(h) are met. Retainage will be held on all progress payments in accordance with W.S. 16-6-702. Retainage will be Five percent (5%) and may be held in a contractor designated interest bearing account for retainage in accordance with W.S. 16-6-702, 704 and 705.
