NAVFAC Solicitation No.: N4008525R2678 Title: BUILDING 112, UPGRADE HVAC IN SECURE SPACES Location of the work: Joint Expeditionary Base Little Creek - Fort Story (Little Creek Site), Virginia Beach, VA The Government intends to award a firm-fixed price task order. Description of the work: Reference the specifications (ATTACHMENT A) and drawings (ATTACHMENT B). The Contractor shall provide all supervision, labor, material, and equipment as required to provide a complete, usable, and finished end product to provide split system cooling and heating to rooms 121 and 122 in Building 112, and incidental related work. Time for completion: In accordance with FAR 52.211-10 Commencement, Prosecution, and Completion of Work (APR 1984), all work and options shall be completed within 180 calendar days after award. The days are calculated from date of task order award, and includes the initial 15 days allowed for distribution of the task order award, submission and approval of insurance and bonding, and other requirements set forth in the task order/MACC. Task order award is considered notice to proceed. ***Offerors must consider the total time to complete the project which includes, but not limited to, lead times of supplies, materials, and equipment. If the construction contract duration in the RFP is not feasible, offerors must submit a pre-proposal inquiry (PPI) by the PPI deadline with a proposed construction contract duration and explanation why additional time is needed.*** Estimated Price Range: In accordance with FAR 36.204 Disclosure of the Magnitude of Construction Projects, the estimated price range is between $25,000 and $100,000. NAICS Code: 238220 - Plumbing, Heating, and Air-Conditioning Contractors Wage Determination: General Decision Number VA20250167 02/28/2025 (ATTACHMENT C) as of the date of this RFP. Should this wage determination be modified by DoL prior to award, the most current wage determination will be issued via amendment and incorporated into the final task order award. Liquidated damages: $39.43 Pre-Proposal Inquiries (PPIs): PPIs must be submitted electronically via Pre-Proposal Inquiry Form (ATTACHMENT F), to Oteria Bullock at oteria.bullock2.civ@us.navy.mil and Katherine Dinneen katherine.l.dinneen.civ@us.navy.mil no later than 05 August 2025 at 1400 hours in order to process all inquiries by the proposal due date. Do not submit the same inquiry more than once. Please verify that inquiries submitted by you on behalf of your subcontractors are not duplicates. Responses will be published via amendment posted to PIEE. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. Location The work is located at the JEB Little Creek-Fort Story . approximately as indicated on contract documents. The exact location will be shown by the Contracting Officer. 1.3 OCCUPANCY OF PREMISES Building(s) will be occupied during performance of work under this Contract. Occupancy notifications will be posted in a prominent location in the work area. Before work is started, arrange with the Contracting Officer a sequence of procedure, means of access, space for storage of materials and equipment, and use of approaches, corridors, and stairways. 1.4 EXISTING WORK In addition to FAR 52.236-9 Protection of Existing Vegetation, Structures, Equipment, Utilities, and Improvements: a. Remove or alter existing work in such a manner as to prevent injury or damage to any portions of the existing work which remain. b. Repair or replace portions of existing work which have been altered during construction operations to match existing or adjoining work, as approved by the Contracting Officer. At the completion of operations, existing work must be in a condition equal to or better than that which existed before new work started. 1.5 LOCATION OF UNDERGROUND UTILITIES Obtain digging permits prior to start of excavation, as required, and comply with Installation requirements for locating and marking underground utilities. Contact local utility locating service a minimum of 48 hours prior to excavating, to mark utilities, and within sufficient time required if work occurs on a Monday or after a Holiday. Verify existing utility locations indicated on contract drawings, within area of work. Description of the work: Reference the specifications (ATTACHMENT A) and drawings (ATTACHMENT B). The Contractor shall provide all supervision, labor, material, and equipment as required to provide a complete, usable, and finished end product to provide split system cooling and heating to rooms 121 and 122 in Building 112, and incidental related work.
