Buyer Preferences, Guidelines & Requirements General Requirements - Insurance Required SCOPE OF WORK C.1 OVERVIEW Austin Bluffs Open Space is an open space on the just north of downtown Colorado Springs that has seen an increase in recent years. The property incorporates the rolling meadows, unique natural ephemeral drainages, tree covered slopes and the picturesque sandstone cliffs of the Austin Bluffs geological formation. The open space dates to the 1970's with several notable acquisitions over the past 25 years to create the 600-acre protected natural area. The Open Space Master Plan was completed in 2020 designating a sustainable trail system, resource protection and improved public access. Since 202 the Parks Department has completed and designated over 20 miles on open space trail. The work incorporated within this request for proposals reflects completing one of only remaining segments of Open Space Trail - two segments of the Spine Trail. The Spine Trail, when completed will provide trail users with enhance trail connectivity in through the open space and beyond. Additionally, the new trail segments will provide a unique trail experience with stunning viewsheds, nature interactions and new non-motorized trail connectivity within the park. Social trail closures will also be completed as part of this work. A Trail Building Specialist contractor is solicited to build these two trail segments deploying low-impact methods using hand-built and or/machine-built techniques to complete a finished trail. C.2 SCOPE OF WORK Work to be completed under this contract consists of furnishing all labor, materials, and equipment, to construct the natural surface trails identified within this request for proposal. A. TASK 1 - FORCE ACCOUNT This task is established at a $2,500 cost to be used for associated project costs that may be unanticipated at this time. This item may include covering costs associated with additional linear constructed over the estimated values, changes from field conditions not anticipated within the scope of work, additional trail construction, etc. Prior approval to charge this line item will be required. Access to Project Site: Each location has two possible access points depending on trail building direction (Top down or bottom up) as desired by the selected contracor. This includes access from Right of Way, gravel Urban Trails or single-track trails. Overall, the access is considered good to great. C.7.2. North Alignment of Spine Trail: A. From the top: Access from Butler Court. The contractor and possible trail building machine can access from the cul-de-sac at Butler Ct and use the Rim Trail to access the top of the trail and build downhill B. From the bottom: Truck and Trailer access is available for North Nevada Ave (through either of the two trailheads) and along the gravel Regional Trail. A truck and trailer can access within 400’ of the start of the trail at the lowest elevation for very direct access. C.7.3. South Alignment of Spine Trail near Union: A. From the top: Access from Rockhurst Blvd at the small trailhead (adjacent to the Water Tank Site). The contractor and possible trail building machine can access down a two track road several hundred feet to access the top of the trail and build downhill B. From the bottom: Truck and trailer access is available for Damon Drive and Union. The trail will start on the sidewalk to Union Blvd, but also includes a neighborhood connection at the cul-de-sac of Campus Bluffs Ct. The contractor can access the public streets here and build the trail in an uphill direction.
