Renovation of an educational facility in Parkville, Maryland. Completed plans call for the renovation of a 11,500-square-foot educational facility.

This project consists of the Contractor providing all labor, equipment, tools, materials, supplies, insurance, licenses, permits, etc., necessary to prepare surfaces strictly in accordance with the manufacturer's recommendations for refurbishing the top coat of epoxy floors, caulking floor to wall filling in gaps, applying and feathering in an approved epoxy in areas of missing / worn epoxy, bathroom epoxy repairs, and preparing surfaces for painting walls, ceilings, doors and frames (Add Alternate #1) in the Mandela (Building 1), Roosevelt (Building 2), and Clinton (Building 3) Buildings at the Charles H. Hickey, Jr. School (9700 Old Harford Road, Parkville, MD 21234.) The work shall be completed within 365 calendar days from the start date of the contract. VSBE Participation (%) - 5.0 MBE Participation (%) - 10.00 The Project Classification for this solicitation is C ($500,000 to $1,000,000) The deadline for questions shall be October 29, 2025 at 2:00 P.M. All Questions must be submitted, in writing, to the Procurement Officer, Justin Whitcome at justin.whitcome@maryland.gov. o Prep floors via diamond grinding. o Floors with surfaces that are currently solid can be scarified. o Imperfections shall be patched. o The removal of existing coatings will be required for other floor surfaces. o Patch and seal cracks. o Apply Outback flake (FB-517) (1/4 inch thickness) or approved equivalent. o Apply 100 % solid epoxy (camel base coat.) o Apply a top coat ofpolyaspartic clear coat plus anti slip broadcast. o Sand or aluminum oxide of40 - 60 grit is to be broadcasted into the topcoat. o Install a cove base system (4-6 inches up walls) with a angle at the point where walls and floors meet (1,500 SF.) o Scarify bathroom wall to remove loose coatings (900 SF.) o Apply a DGS approved vertical epoxy to bathroom walls. o Demolish drywall ceiling in shower area (including electrical disconnect/reconnect and temporary lighting) - 450 SF o Install V2" cement board for ceiling shower area - 450 SF o Repair bathroom ceiling drywall- 300 SF o Remove existing epoxy on concrete treads and risers - 600 SF This project consists of the Contractor providing all labor, equipment, tools, materials, supplies, insurance, licenses, permits, etc., necessary to prepare surfaces strictly in accordance with the manufacturer's recommendations for refurbishing the top coat of epoxy floors, caulking floor to wall filling in gaps, applying and feathering in an approved epoxy in areas of missing / worn epoxy, bathroom epoxy repairs, and preparing surfaces for painting walls, ceilings, doors and frames (Add Alternate #1) in the Mandela (Building 1), Roosevelt (Building 2), and Clinton (Building 3) Buildings at the Charles H. Hickey, Jr. School (9700 Old Harford Road, Parkville, MD 21234.) All work shall be completed within three-hundred sixty-five (365) calendar days following a Notice to Proceed. Liquidated damages in the amount of $ 350 per day apply to this contract. Scope of Work: A. Any and all products installed and any and all work performed shall be in accordance with the standards established by: 1. Occupational Health and Safety (OSHA), 2. United States Department of Agriculture (USDA), 3. Food and Drug Administration (FDA), and 4. State and local Health Departments. B. The Contractor shall be responsible for field verifying all measurements, and material quantities and counts. C. It shall be the Contractor's responsibility to field verify all existing conditions and dimensions prior to bidding and ordering materials. D. Equipment removed and materials originating from the job that the Agency elects not to keep shall become the property of the Contractor and shall be removed from buildings and disposed of legally. All rigging, hoisting, lifting, and moving equipment, etc. necessary to perform the work is to be provided by the Contractor. All storage expenses for inadvertent manifestations shall be the obligation of the Contractor. E. For refurbishing floors, Contractor shall: _ Prepare floor surfaces, _ Clean floors to remove all dust, dirt, and debris, _ Polish the floors, _ Wipe down floors with a tack cloth or microfiber cloth to remove any dust from sanding or polishing. _ prepare a test area in each building for polishing floors, _ clean the test areas thoroughly with a floor cleaner to remove dust, grease, or any contaminants. (Contractor shall ensure floors are dry before starting the test.) _ select the appropriate pad and polisher for the test patch. _ clean the area with a microfiber cloth or tack cloth to remove any dust or debris after completing the test patch. F. The Using Agency [Maryland Department of Juvenile Services (DJS)] and Maryland Department of General Services (DGS) Inspector is to evaluate the result of the test patch. The Contractor can proceed with refurbishing the remaining floor areas using the same method if the test patch results are acceptable to the DJS and DGS Inspector. G. For applying new floor epoxy: 1. Contractor shall follow the manufacturer's instructions for mixing the epoxy resin being applied to bare / worn epoxy floors. 2. Contractor shall feather the edges where the new epoxy meets the old epoxy to blend seamlessly. 3. Contractor shall follow the manufacturer's instructions for curing the new epoxy layer. 4. Contractor shall ensure that their employees and any sub-contractor's employees always work in well ventilated areas and wear the appropriate protective gear (i.e. gloves, goggles, etc.) 5. Contractor shall polish floors and wipe down after the new floor epoxy has fully cured. 6. Any and all materials, design, labor, equipment, tools, or other goods and services not mentioned in this document but necessary to affect a complete, functional, safe, code compliant, turn-key system shall be furnished by the contractor at no additional cost to the state or its agencies. H. For recaulking floor / wall gaps, Contractor shall: 1. Clean and prepare gaps between walls and floors to remove dirt, dust, or old caulk and ensure surfaces are clean and dry. 2. Apply caulk to evenly fill entire gaps and ensure proper adhesion. 3. Wipe away and remove excess caulk before caulk dries. 4. Allow caulk to dry according to the manufacturer's instructions. I. For bathroom epoxy repairs, Contractor shall: 1. Fill in holes or gapes with a patching compound or wall filler and let dry according to the manufacturer's instructions. 2. Sand as necessary to create a surface for epoxy adhesion. 3. Test epoxy to ensure compatibility with existing epoxy. 4. Follow manufacturer's instructions for mixing, applying, smoothing / shaping, and cleaning up the epoxy. J. For repainting (Add Alternate # 1), Contractor shall: 1. Shall consist prepare (and fill in and patch as needed) all walls, ceilings, doors and frames and apply two (2) coats of Sherwin Williams Macropoxy 646 Semi-Gloss or approved equal. Unless otherwise coordinated and approved in writing by DGS or the Using Agency, all work specified within this Contract shall be performed 7:00 a.m. to 3:30 p.m., Monday through Friday.
