The City of Springfield is issuing this procurement on behalf of the Springfield Redevelopment Authority (SRA) and Springfield Parking Authority (SPA), ("Owner"). The SRA, acting through its Designer Selection Panel is seeking the services of a qualified and experienced design consultant team to advance the design development (DD), construction documents (CD), construction bidding set and construction administration (CA) services and supervision of a ParkSmart, ADA-compliant, multi-level parking garage. These services are being sought in accordance with MGL Chapter 7C Section 1, Massachusetts Designer Selection Law. The SRA / SPA is seeking to construct a parking garage with a minimum of 364 parking spaces based on the Schematic Design to date but subject to change as design and needs advance. The area where the project is to be constructed is located on parcels of land located south of Stockbridge Street, east of Willow Street, and north of Cross Street, described as Lot 1 and 2. This RFP has been developed to solicit information from consulting Architecture and Engineering firms (or teams of firms) qualified and experienced in parking garage design and engineering including civil, structural, roadway, transportation engineering, water and sewer utilities, stormwater management, architecture, and construction supervision. The SRA & SPA will work collaboratively on advancing the Willow / Cross Street Parking Garage project, but SRA will have sole awarding authority. The estimated construction costs for the project is $24,000,000, with a not to exceed fee of $750,000 (to be negotiated), with ultimate approval by a vote of the SRA. All Proposals becomes the property of the City of Springfield. The Chief Procurement Officer reserves the right to reject any and all proposals if it is in the best interest of the City to do so. The City of Springfield supports the goal of twenty percent minority and women (MWBE) participation in all contracts. No questions will be answered unless received by the Chief Procurement Officer at least 7 days prior to the expiration of the time set for submitting bids or proposals. The Chief Procurement Officer reserves the right to waive any informality in and to reject any or all bids if it is in the public interest to do so. The method of Contractor Selection has not been Determined at this time.
