Continuous Contract for Water, Wastewater & Stormwater Repairs for Emergency & Non-emergency Work, in the City of Melbourne, Florida. The City of Melbourne is Seeking a Primary Contractor to Perform Continuous Contract for Water, Wastewater & Stormwater Repairs for Emergency Work & Nonemergency. Authorization for Performance of Services by Contractors Under This Contract Shall Be in the Form of Written Work Orders. The Initial Contract Period Will Be for a Two (2) Year Period and at the Sole Option of the Parties, May Be Extended for Three (3) Additional One (1) Year Terms at the Same Terms, Conditions, and Prices, Subject to Vendor Acceptance, Satisfactory Performance and Determination That Renewal Will Be in the Best Interest of the City. Question Deadline 08/08/2025 All Questions About the Meaning or Intent of the Invitation to Bid Shall Be Submitted in Writing and Directed to the City of Melbourne, 900 E. Strawbridge Avenue, Melbourne, Fl 32901, Attention: Kacie Black, Engineering Department. Questions May Also Be Sent via Fax at (321) 608-7319 or Email at Kacie.black@mlbfl.org. Kacie Black is the Sole Contact and No Other City Staff is to Be Contacted Regarding This Bid. Only Questions Answered by Formal Written Addenda Will Be Binding. The Term of This Agreement Shall Be for a Period of Up to Five (5) Years. The Work Consists of Furnishing All Material, Labor, and Equipment Necessary for Constructing Continuous Contract for Water, Wastewater & Stormwater Repairs for Emergency and Non-emergency Work . All Work is to Be Done in Accordance to the Plans and Specifications of Project No. Tbd. Please Note That Written Work Orders May Be Fhwa or Fema Reimbursable Project(S). All Requirements Under 2 C.f.r. 200.326 and 2 C.f.r. Part 200, Apply and Will Be Incorporated Under the Contract. Refer to Division H. It is the Citys Intent of the City to Procure the Services of a Primary Contractor to Supply All of the Labor, Supervision, Equipment, Machinery, Tools, Materials, Transportation, and Other Incidentals Required for Water, Wastewater and Stormwater Repairs Within the Geographical Boundaries of the City of Melbourne. The Required Response Time for an Emergency Repair is to Be at the Site Within Two (2) Hours for the Initial Review of the Situation. The Proposal for the Required Work Will Be Due by Noon the Following Day. The Emergency Work Shall Begin Within Twenty-four (24) Hours of the Notice to Proceed. The Contractor Must Have All the Required Licenses and Certifications Necessary to Perform This Work. The Approved Licenses for This Work Include a State of Florida General Contractor License and/or a State of Florida Underground Utility and Excavation License. It is the Contractor's Responsibility to Verify With the City's Building Department That They Possess the Proper Licenses and Certifications to Perform the Work Prior to Submitting a Bid. Bids Must Be Accompanied by a Cashier's Check or Bid Bond in an Amount Not Less Than Five Percent (5%) of the Bid. Bid Bonds Shall Be Countersigned by an Agent Having an Established Place of Business in the State of Florida. No Bid May Be Withdrawn for a Period of 55 Days After Scheduled Closing Time for Receipt of Bids. The Contractor Must Ensure That Employees and Applicants for Employment Are Not Discriminated Against Because of Their Race, Color, Religion, Sex or National Origin. Minority and Femaleowned Businesses Are Encouraged to Apply. The City of Melbourne is an Equal Opportunity Employer. A Person or Affiliate Who Has Been Placed on the Convicted Vendor List Following a Conviction for a Public Entity Crime May Not Submit a Bid on a Contract to Provide Any Goods or Services to a Public Entity, May Not Submit a Bid on a Contract With a Public Entity for the Construction or Repair of a Public Building or Public Work, May Not Submit Bids on Leases of Real Property to a Public Entity, May Not Be Awarded or Perform Work as a Contractor, Supplier, Subcontractor, or Consultant Under a Contract With Any Public Entity, and May Not Transact Business With Any Public Entity in Excess of the Threshold Amount Provided in Section 287.017, for Category Two for a Period of 36 Months From the Date of Being Placed on the Convicted Vendor List. The City of Melbourne, Florida, Reserves the Right to Reject Any and All Bids, and to Waive Technicalities and Informalities.
