Site work and paving for a mixed-use development in Park City, Utah. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.

PROJECT DESCRIPTION (brief): The selected Service Provider will complete improvements to the Empire Pass Connector Trail, located within the Bonanza Flat Conservation Area. The scope of work includes placing road base on the existing doubletrack and regrading approximately 0.8 miles of trail surface. Portions of the trail tread have eroded and narrowed over time. These improvements are intended to restore trail width and surface integrity, minimizing rutting and depressions caused by seasonal water runoff. Resurfacing the trail and adding road base will enhance trail user experience, improve accessibility, make the trail easier and safer to groom in the winter, and help it retain snow more effectively during the colder months. Helping the trail tread retain snow will have the benefit of extending the winter recreation season in Bonanza Flat which will be an added benefit for trail users especially as we are experiencing milder winters at lower recreation sites like Round Valley in Park City. It is important to note that the work will take place near Empire Pass, at an elevation of approximately 9,000 feet, and adjacent to several other popular recreational trails and trailheads. Weather conditions and seasonal factors may influence the timing and feasibility of construction activities. The PCMC project manager will coordinate with the selected Service Provider to schedule work to minimize impacts on the areas recreational use and conservation values. Please do not submit the same question multiple times. PCMC reserves the right to reject any or all proposals received for any reason. Furthermore, PCMC reserves the right to change dates or deadlines related to this RFP. PCMC also reserves the right to waive any informality or technicality in proposals received when in the best interest of PCMC. PROJECT LOCATION: Bonanza Flat Conservation Area, Wasatch County and Summit County, Utah The project will consist of project management and on-the-ground work spreading and grading road base with heavy machinery provided and operated by the selected Respondent. Services to be performed include: _ Obtaining and transporting approximately 50 dump truck loads of road base to the worksite. _ Obtaining, transporting, and installing two 18"x20' culverts to minimize erosion to the trail surface. _ Obtaining, transporting, and installing up to 4 erosion control mats to minimize erosion to the trail surface. _ Obtaining and transporting necessary heavy machinery to and from the worksite. _ Safely operating necessary heavy machinery to perform dirt work, spreading, and grading on the trail. _ Building grade reversals and other erosion mitigating surface features to improve the trail. _ Obtaining any necessary permits or certifications to conduct the work. _ Minimizing the impacts to the surrounding conservation area. _ Minimize impacts to the conservation area and adjacent natural vegetation. _ Conduct revegetation and restoration work to the worksite after completing trail work. _ Ensuring invasive weeds are not disturbed or transported on to the worksite by ensuring all equipment, vehicles, tools, and clothing are free from dirt and debris before entering the worksite. Invoicing _ Service provider must provide itemized invoices with descriptions of work completed. _ Service provider will be required to submit bi-weekly invoices. Other Requirements _ Service provider must adhere to all applicable local, state, and federal laws. _ Service provider must maintain the city required insurance minimums. See attached Professional Service Agreement for insurance requirements. Improvements to the Empire Pass Connector Trail are funded in part by funds provided by the State of Utah Division of Outdoor Recreation - Recreation Restoration Infrastructure fund. The selected Service Provider must familiarize themselves with the terms and conditions of the grant and abide by the grant requirements. IV. Contents of Proposal and Evaluation Criteria. Describe your firm's qualifications and relevant experience, with a focus on similar projects. i. ii. Detail your experience in providing the requested services for projects with a similar scale. By providing these references, you acknowledge that neither PCMC nor the referenced clients assume any liability regarding their use in the selection process. 3. Preliminary Work Plan a. Provide an outline identifying key tasks to be accomplished as part of the project. b. Include availability, tentative start date, expected project duration and anticipated project completion date. 4. Previous Work with PCMC a. If applicable, provide details of past work with PCMC, including: i. Years of service ii. iii. Scope of work PCMC staff you collaborated with 5. Additional Qualifications & Certifications a. Identify any special knowledge, certifications, programs, or skills your organization offers that may be relevant or beneficial to the requested services. 6. Fee Proposal & Rate Sheet a. Submit a rate sheet for tasks identified, including hourly rates for individuals assigned to the project. (Respondents MUST submit pricing and fee schedules in a separate submission.) COST PROPOSAL: The cost proposal should be submitted separately. The total project cost (including supplies) should not exceed $70,000.
