The proposed gravel-packed well, approximately five hundred forty (540) feet deep, is to be drilled on the well field site. A Site Plan illustrating the Site and proposed well location is included as attachment G. Preliminary test boring work has been completed at this site and the description of materials encountered is being given hereinafter, including geological data. In addition, geophysical logs were run in the test hole and results of these tests, including samples obtained, are available for study by prospective Bidders. The static water level at the site is approximately 75 feet below grade. The Authority has petitioned the Department of Environmental Conservation of the State of New York relating to the construction of the proposed permanent well and a favorable decision has been received (DEC permit # 1-4722-06599/00005; WW 012754, attachment F). In the event it becomes necessary to construct the proposed well at another suitable location, where land and approval of various State, County, Town, or Village Departments having jurisdiction thereof may be otherwise obtained, the Owner reserves the right to construct the well as proposed herein at such other suitable site or cancel the entire project. The Authority has water supply facilities at present near the premises where the well is to be drilled. Drilling water as required will be limited to that which can be obtained through a 2"-diameter pipe and only at such times as an adequate supply is available. A double-check valve backflow preventer shall be installed on the supply piping whenever the Authority's supply is being used by the Contractor. The Contractor must notify SCWA Engineer and call the Bay Shore Control Center (631-665-2653) prior to hooking up to hydrant. The Contractor will also be required to construct a plywood noise barrier at his expense, if deemed necessary by the Engineer, to buffer construction noise, to provide a visual barrier to onsite activities, and to eliminate neighbors' complaints, as outlined in Section III(V)(1.3). The Contractor will be required to rotate a pilot hole no greater than 18 inches in diameter to the final drilled depth of five hundred fifty (550) feet as determined by the Engineer. The Authority then proposes to run geophysical logs in the pilot hole for the permanent well after it has been drilled to an initial depth of approximately five hundred fifty (550) feet, before the permanent steel casings are installed. It is planned to correlate the results obtained from the logs of this hole with any existing data in order to confirm the final depth and screen areas for the permanent well. Geophysical logging is the responsibility of the driller, both logistically and financially. The logging Subcontractor must be approved in advance by the Engineer prior to the beginning of the job, and sufficient notice must be given the Engineer prior to logging so that the Engineer may have an opportunity to attend. Geophysical logs are required for any and all boreholes drilled. In the event, after completion of a study of the logs and samples obtained, sufficient satisfactory screenable areas have not been encountered within the initial five hundred fifty (550) foot depth, drilling shall be resumed, as directed by the Engineer, in progressive intervals of depth. The final depth shall be predicated on additional logging as required. The Contractor will also be required to submit, both electronically (as a Microsoft Word or Excel document) and in hard copy, a complete and accurate geological section of the formations penetrated during drilling. In order to retain topsoils and subsurface materials in an undisturbed condition in future building or paved areas, the excavation of the slurry pit shall be made at a minimum distance of 15' from said areas as shown on the Drawing being included herewith. Construction of the gravel-packed, single-cased well as provided for herein shall consist of minimal clearing of trees and undergrowth (if any) in specified areas and removal of same from site, stripping and storing top soil at the site, procuring and preserving cored samples, geophysical logging of formations, caliper log of open borehole immediately prior to installation of casing, furnishing and installing casings and screens, sand and gravel mix for filter medium, fine sand cushion, concrete seal, surging, and DWT pumping, water quality testing, transport of water samples to the Authority Lab, and cleaning up the site. Equipment must be situated, and work conducted throughout the project in such a manner as to not interfere with the normal operation of this site. NYS Code rule 753 states that by law excavators and contractors MUST contact New York 811 at least two working days but no more than 10 days (excluding weekends and legal holidays) before beginning any excavation project. While SCWA can provide markouts of our water main and electric, we cannot guarantee the presence of any other underground utility within a well field. The Contractor will be required to clear and grade the area in the vicinity of the wells (see enclosed Site Drawing attachment G) in order to complete the permanent well. It is necessary to strip cleared areas of topsoil and store on site as directed by Engineer until construction of the permanent well is complete. The site is then to be restored and graded to the satisfaction of the Engineer. Any necessary fill material required by the Contractor during construction must be obtained from an approved off-site source. After well construction, prior to installation of test pump, or after a test pump is removed, a steel plate must be tack welded on well casing. It is unacceptable to place a wooden palette, plywood, or backhoe bucket on top of casing. Also, the perimeter of the drilling pit must be surrounded by an orange snow fence, or approved equal. All information, samples, materials, etc., obtained from the well are sole property of the Owner and shall not be transmitted to any other person, organization, or agency unless prior approval has been obtained from the Engineer. The Contractor shall prosecute the work with reasonable regard for the convenience of the Owner, and all work must be done in such a manner as will not interfere with the ability of the Owner to continue furnishing an adequate supply of uncontaminated water at all times. Contract Time: The number of days within which, or the dates by which, the work is to be substantially completed and also completed and ready for final payment (the Contract Time), are set forth in the Instructions to Bidders.
