Bid security may be in the form of a bid bond, cashier's check, certified check, or letter of credit. Cash shall not be considered an acceptable form of bid security. If multiple or alternate Bids are submitted, the security shall be equal to ten percent (10%) of the maximum bid price submitted. The Bidder shall ensure that the Bid Bond is properly completed and furnished by a corporation or corporations authorized to issue surety bonds in the State of New Jersey and listed in the current U.S. Treasury Department Circular 570 as of the date for the receipt of Bids and made payable to the New Jersey Transit Corporation. Step One (1) of this IFB will involve a pre-qualification process. All Bidders must be prequalified by NJ TRANSIT prior to submitting a Bid. All Bidders, regardless of past performance, must complete the Bidders Pre-Qualification Package (Attachment B) for review by the NJ TRANSIT Pre-qualification Committee (PQC) prior to the submission of their Bid in Step Two (2). The Bidder must submit Attachment B by email to GRussomanno1@njtransit.com on or before Tuesday, August 26, 2025, by 4:00 P.M. (EST) in order for the Bidder to be considered by the PQC. Late pre-qualification forms will not be accepted and will disqualify a vendor from contract award. Only those Bidders who have participated in Step One (1) and who have been deemed pre-qualified will be allowed to submit a Bid in Step Two (2). Bidders who are deemed to have successfully pre-qualified to advance to Step Two (2), bid submission, will be notified of their status by Thursday, September 4, 2025, by 4:00 P.M. (EST). Bidders are advised that NJ TRANSIT reserves the right to meet with one or more prospective Bidders to discuss details of their Pre-Qualification submission, and to request written clarification or additional details necessary. Any such meetings shall be held only at the request of NJ TRANSIT and shall take place prior to the Bidder progressing to Step Two (2) of this procurement.
