The RDCK is inviting Proposals for the operation and maintenance of the Creston Landfill (Landfill) located at 1501 Mallory Rd. south of Creston BC, as shown in the Site Map included in Schedule I. The operation and maintenance of the Landfill shall be completed in accordance with Schedule O - Operational Certificate MR-16913 and Schedule G - Landfill Criteria for Municipal Solid Waste. The Landfill shall be operated in accordance with regulatory bylaws or policies adopted or amended by the Board of the Regional District of Central Kootenay, and all applicable legislation, regulations, and best management practices. The Contract is for the supply of all supervision, labour, materials, tools, plant, equipment and any incidentals necessary to operate the RDCK's Creston Landfill. In addition to landfilling Waste material as listed in the RDCK Resource Recovery Facilities bylaw, the Contract includes the maintenance of storage areas for materials diverted from the landfill including Wood Waste, Scrap Metal, tires, and other recyclables. Approximately 7,178 tonnes of Mixed Waste are landfilled annually, with an additional 2,650 tonnes of material diverted. The lowest or any Proposal will not necessarily be accepted. The RDCK reserves the right in its absolute discretion to: accept the Proposal which it deems most advantageous and favourable in the interests of the RDCK; and waive informalities in, or reject any or all Proposals, in each case without giving any notice. In no event will the RDCK be responsible for the costs of preparation or submission of a Proposal.
