Site work and new construction of a municipal facility in Horace, North Dakota. Conceptual plans call for the construction of a municipal facility; and for site work for a municipal facility.
The City of Horace is soliciting qualifications from architectural design firms for services related to a new City Hall. The selected firm will collaborate with the City, stakeholders, the construction management firm, and contractors. City Hall will serve as a civic landmark and must reflect the community's pride, support operational efficiency for City staff, and accommodate public meetings. The new building will be at least two stories and approximately 20,000 to 30,000 square feet. It will include public spaces, City Council chambers, conference rooms, administrative offices, storage, and restrooms, with provisions for future expansion. Question Deadline 08/12/2025 at 12:00 PM CT Deadline for City Responses to Inquiries August 15th, 2025 Firms are Notified for Interviews August 27th - 28th, 2025 Architecture Firm Interviews September 8th- 11th, 2025 The City seeks architectural services including schematic design, cost estimation, participation in Construction Manager at Risk (CMAR) selection, and community engagement. The City may also extend services to include design development, construction documents, and construction-phase oversight Prepare and submit qualifications as described below: 1. Qualifications must comply with all RFQ requirements. Qualifications found to be incomplete or failing to comply with these requirements may be considered non-responsive. 2. Maximum: 30 printed pages (excluding covers/dividers). 3. Format: 8.5" x 11", 1" margins, minimum 12-pt font. 4. Provide 12 soft bound printed copies and 1 electronic PDF copy. 5. Clearly indicate "Response to RFQ - Architecture Services for New City Hall Project" on the outside of any envelope or box containing submittal materials. 6. Firms not selected will be notified in writing. 7. Late submissions will be deemed non-responsive. The firm must be a licensed to practice architecture in the State of North Dakota. The City reserves the right to reject any/all responses and to waive minor irregularities. The City reserves the right to request clarification or additional information for any response. The method of Contractor Selection has not been Determined at this time.
